Guardians of Honor, LLC is Hiring a Program Manager Near Washington, DC

Description:

GOH is a small management consulting firm supporting the federal government since 1997 (www.gohnow.com). We are looking for an energetic new team member to join our management and leadership team. The Program Manager will be responsible for managing one or more large contracts (>$200M; 150 FTEs), ensuring operational governance mechanisms are in place, assuring services are being delivered within budget, and that all management personnel have the tools and resources required for success.

Summary

The Program Manager is responsible for overseeing multiple contracts to ensure project plans and timelines adhere to SOWs and GOH standards; and that they are executed in a timely fashion resulting in high-quality deliverables. The GOH Program Manager will set and enforce realistic expectations for team culture and accountability and work through a tiered management structure to continuously improve operations to optimize teams. The GOH Program Manager will also liaise with clients and partners and foster client relationships that increase capacity for business growth and sustainment.

You are the overall leader of the program, accountable for upholding our high delivery standards and meeting customer objectives. You act as a true trusted partner with the customers and other leaders within our team to meet the needs of the client and GOH mission. You are ultimately accountable for delivery as well as administrative contractual and reporting commitments.

Please note: This is senior-level management role. You must be an expert in the practice of contract management and be an excellent strategic communicator with experience serving in client-facing roles with SES-level federal staff and on federal contracts similar in size, scope, and complexity for consideration. You also must be able to contribute to our positive and proactive culture while working in a highly collaborative, fast-paced, and high-tempo team environment.

Requirements:

  • Guide teams on execution with quality and performance goals and objectives top of mind.
  • Direct efforts of cross-functional, distributed teams as the primary interface with Government program authorities and other stakeholders.
  • Facilitate information flow between PMO/s, government stakeholders, and GOH management and leadership.
  • Regularly brief GOH company leadership on status and transparently raise accomplishments and challenges.
  • Ensure we are meeting all administrative and contractual requirements of running the program including reporting, onboarding/offboarding, invoice review, deliverable submission, etc.
  • Serve as primary / back-up / escalation POC to the government for assigned contracts.
  • Oversee execution of and compliance with Contract Management Plans.
  • Assure successful risk mitigation, resource management, and cost control across portfolio.
  • Contribute customer intimacy and knowledge to contract efforts.
  • Maintain relationships and assure customer satisfaction of government stakeholders and partners.
  • Use understanding of client needs and requirements to assist with responding to new task order requests.
  • Lead weekly and monthly contract management meetings and reports to support contract execution.
  • Assures documentation of contract actions and decisions.

Other Duties:

Direct Supervisory Responsibilities: 5-15 FTES

Reports to: Vice President

Work Environment: The work environment is a typical office setting or virtual/remote setting.

Physical demands: The physical demands of the job include sitting for extended periods, and occasional walking and standing.

Position type and expected hours of work: Full-time exempt position. Typical work hours are Monday-Friday, 40-60 hours per week. Some job activities may be required outside of typical workdays/hours. Overtime is expected during peak periods.

Travel: TBD (no more than 20%)

Required education and experience: Master’s degree required.

Preferred education and experience: Ph.D. preferred, PMP and other relevant certifications preferred.

Additional eligibility qualifications: At least 10 years of experience working in federal grants management, STEM engagement and workforce development, as well as general professional services delivery. Must also have experience client facing and briefing government and corporate leadership on contracts valued at >$200M/year. Must have experience supervising 10-15 direct staff and managing a workforce of 150 FTEs. Must have advanced proficiency with project management software (MS Project, Smartsheet), including implementation with teams. Must be proficient in MS Office Suite (especially MS Excel and PowerPoint).

Experience working with grant and STEM workforce programs highly desired.
