TITLE: HR COMPLIANCE PROGRAM MANAGERSTATUS: EXEMPTREPORTS TO: VP - CORPORATE COMPLIANCEDEPARTMENT: CORPORATE COMPLIANCEJOB CODE: 11558PAY SCALE: $98,600.00 - $110,000.00 ANNUALLY GENERAL DESCRIPTION: The Human Resources (HR) Compliance Program Manager is responsible for creating and executing the HR Compliance Program. Under the direction of the Corporate Compliance VP, the HR Compliance Program Manager provided Second Line oversight to the Human Resources department with compliance related activities, including regulatory research, ownership of corporate policies and validation of 1LOD procedures, communication reviews, and project/initiative support to ensure ongoing compliance with governmental regulations and relevant laws. In addition, this role overseas 1LOD monitoring by providing guidance, conducts annual Risk Assessment and works with 1LOD HR Team to implement appropriate controls based on regulatory risk and internal policies. This position has the authority to investigate and report regulatory and legal compliance concerns or findings to management and make recommendations for further consideration and corrective action. TASKS, DUTIES, FUNCTIONS: The HR Compliance Program Manager is part of the Second Line of Defense (2LOD) team providing ongoing support to 1st Line of Defense (1LOD) HR function. Builds, executes, and maintains the Credit Union’s 2nd Line of Defense (2LOD) HR Compliance Program.Maintain a thorough understanding of local, state, and federal laws and regulations affecting Human Resources function (e.g., OSHA, COBRA, ERISA, HIPAA, EEO, Wage & Hour).Promotes HR compliance awareness across the organization by establishing and maintaining relationships with key business lines and functional stakeholders. This role is expected to effectively communicate with senior leadership on an ongoing basis.Monitor, track, and report changes to local, state, and federal laws, regulations, rules, and guidance to business owners, compliance management, and senior managers. Determines applicability of law changes to Golden 1 and work with 1st line of Defense (1LOD) on implementing changes as required.Creates and maintains 2LOD HR Policies. Provided oversight to 1LOD HR Team on compliance program elements such as procedure alignment, risk assessments, monitoring, training, etc. Guides the Second Line testing team and participate in Second line Compliance Reviews to support ongoing HR compliance with applicable regulations and laws..Reviews marketing collateral and employee communications to ensure compliance with applicable HR regulations and laws.Prepare, and present compliance reports for Compliance and other committees, as required and or necessary. As applicable, participate, provide directions and make key decisions for project needs.Provide regulatory subject matter expertise to Human Resources with new and existing products,services, procedures, processes, and practices to ensure ongoing compliance with applicable laws, rules, and regulations. Provide recommendations and action plans to responsible management in addressing exceptions from audits, reviews, or examinations by utilizing internal systems for tracking and through resolution. Collaborate with Human Resources and the Enterprise Development Department to assess, develop, and improve HR compliance training materials.Perform all other related duties as assigned. PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASK: 1. Effective oral and written communication skills required to proof-read, review, summarize, and report on complex government and legal rules, regulations, and guidance.2. Must possess sufficient manual dexterity to skillfully operate an on-line computer terminal andother standard office equipment, such as financial calculators, personal computer, facsimile machine and telephone. ORGANIZATIONAL CONTACTS & RELATIONSHIPS: 1. INTERNAL: All levels of staff.2. EXTERNAL: Vendors, management and the staff of other financial institutions. QUALIFICATIONS: 1. EDUCATION: Bachelor’s degree in Human Resources or other related field or Associate’s degree coupled with commensurate experience in business communications, analysis and/or labor and employment compliance. May be considered if individual demonstrates skill level appropriate for the position.2. EXPERIENCE: 10 or more years’ experience in Human Resources, including an emphasis on regulatory compliance, risk, and audit for the Human Resources function.3. KNOWLEDGE/SKILLS:o Knowledgeable of Human Resources laws, rules, regulations, and procedures. Sound knowledge of principles of business.o Ability to communicate at a management level (oral and written) and work well with others in a dynamic team environment.o Demonstrated ability to utilize a consultative approach with all levels of management.o Ability to work effectively and collaboratively within the department, with business unitowners, and others outside of the credit union.o Strong problem-solving, credit union operations, and organizational skills with the ability to present information logically.o Ability to positively communicate suggested solutions and alternate outcomes.o Ability to multi-task effectively and meet deadlines with limited supervision.o Ability to work independently with minimal direction and exhibit initiative.o Demonstrated ability to think critically and analyze and communicate complex informationto all levels of management and staff.o Proficiency in Microsoft Word, Excel, and PowerPoint as well as Adobe Acrobat Pro andSharePoint. PHYSICAL REQUIREMENTS: 1. Prolonged sitting throughout the workday with occasional mobility required.2. Corrected vision within the normal range.3. Hearing within normal range. A device to enhance hearing will be provided if needed.4. Ability to lift 15 lbs. as may be required.5.
