Overview

Summary:

Goldbelt Apex is seeking an Operations Analyst II to join our team providing administrative, technical, and professional support services to DGHP Office of the Director (DGHP OD) staff and supported branches: the Global Public Health Systems Branch (GPHSB), the Global Surveillance, Laboratory, and Data Systems Branch (GSLDSB), the Global Workforce Development Branch (GWDB), the Global Program and Extramural Management Branch (GEM), and the Global Public Health Emergency Preparedness Branch (GPHEPB).

The CDC Global Health Center (GHC)/Division of Global Health Protection (DGHP)/Office of the Director (OD) and supported Branches work to build and strengthen public health capacity by enhancing the ability of CDC, the Global Health Center and its public health partners to prepare for, prevent, and respond to infectious diseases, including outbreaks, bioterrorism, and other public health emergencies through cross-cutting and specialized programs, technical expertise, and public health leadership.

Responsibilities

Essential Job Functions:

  • Report administrative findings and provide recommendations to improve the effectiveness, efficiency, or timeliness of management tasks; while utilizing analytical, interpretive, and judgmental skills. 
  • Division Lead: ORISE fellowship, Emory students, student intern, guest researcher, onboarding coordinator.
  • Lead: Staff profile directory maintainer.
  • Division lead over non-US citizens NCAMS immigration clearances for over 300 visitors and domestic and international staff.
  • Division Lead Certified Federal Agency Travel Administrator. Responsibilities include processing, analyzing, and resolving division travel issues and guiding the division’s travel preparers and travelers.
  • Travel Preparer Services: Includes arranging and booking official travel; making travel-related reservations; assisting with sponsored travel and letter of invitation, country clearance, visa and passport validation, and medical and immunization verification.
  • Assist division managers with creating, organizing, and managing standard operating procedures. 
  • Initiate and track actions, obtain up-to-date data, generate, and run reports.
  • Appointed delegated authority as the division Official Timekeeper of 200 domestic and international FTE staff. Responsibilities include advising five payroll clerks, managing payroll data to determine accurate coding of hours worked, drafting payroll guidance, and auditing leave, credit time, and overtime approvals.
  • Selected division reviewer of “Letter of Invitations” for Sponsored Travel approval.
  • Division non-employee personnel actions coordinator for incoming and outgoing staff. Responsibilities include applying knowledge of CDC HR rules, and procedures, reviewing human resources forms for completeness, submitting the HR packets, processing security clearances, training coordination, escorting, hosting, obtaining CDC SMART card, and assigning equipment.
  • Integrated Conference Approval Portal (ICAP/CAMS) coordinator for CDC conferences. 
  • Created software, supplies, and travel expenditure reports for cost estimates and forecasts.
  • Assist with planning and logistical functions required for annual meetings, conferences, and workshops.
  • Process division staff training requests via the Vendor-Sponsored Training system.
  • Provide day-to-day administrative guidance, training, counsel, and instruction to administrative assistant staff and employees across the division and assist with unusual situations with unclear precedents.
  • Served as an Unliquidated Obligations Tracking and Management specialist for travel
  • Responsible for creating, calculating, reviewing, and submitting 20k and 25K Memos for high-cost travel approval. 
  • Create, initiate, and follow up on Management CCPS for division purchase orders. 
  • Accomplish travel, immigration, emergency response, and committee planning special projects through analysis and review of problems, issues, or program requirements; determine what information is required, and collect data from various sources to render informed recommendations/alternatives.
  • Division Lead Commissioned Corp. Awards processing specialist.

Qualifications

Necessary Skills and Knowledge:

  • Demonstrate expert knowledge of DGHP organizational missions, policies, methodologies, principles, laws, and rules.
  • Ability to manage multiple tasks and changing priorities. 
  • Ability to learn and become proficient in use of the CDC automated administrative systems. 
  • Ability to analyze administrative problems to identify significant factors, gather pertinent data, and recognize solutions. 
  • Communicate effectively orally and in writing. 
  • Ability to interact and provide assistance to government staff and customers around the world with the utmost courtesy and professionalism. 
  • Critical thinking skills and attention to detail and deadlines required
  • Strong organization and professional maturity
  • Possess strong work ethic, flexibility, optimism, creativity and personal motivation
  • Ability to work independently and collaboratively with various team members
  • Proficient in using Microsoft Office applications

Minimum Qualifications:

  • Bachelor’s Degree in Business Administration or relevant field OR equivalent years of experience
  • Minimum three (3) or more years of experience in performing listed tasks
