Minimum Qualifications:
A Master's Degree in Social Work or related field plus a minimum of three years paid administrative/supervisory experience, experience working in a DHS-funded facility, excellent writing and computer skills.
The Program Director is responsible for the day-to-day administration and supervision of the facility and program in accordance with established policies, standards and procedures and within the guidelines of the New York City Department of Homeless Services and New York State Office of Temporary Disability Assistance.
Responsibilities include, but are not limited to:
· In collaboration with the Director of Programs and President, plans, organizes and supervises the overall administration of the facility and program operations including client intake and discharge, case management, food service, housing placement and coordination of physical health, mental health, social, educational and recreational services.
· Serves as primary program liaison to Department of Homeless Services.
· Responsible for contractual compliance with program goals and objectives.
· Operates the facility and program within approved budget limit.
· Hires, trains, supervises, evaluates and schedules program staff.
· Direct supervision of the following personnel: Director of Social Services, Superintendent, Administrative Assistant, Cook, Shift Supervisors.
· Develops and implements program monitoring and compliance mechanisms.
· Ensures that the physical environment of the shelter is well maintained.
· Provides Superintendent with direction, support and guidance relating to the physical plant of the building, including working with contractors on necessary construction and refurbishing.
· Prepares applications, letters, quality assurance reports and financial records, etc. required by funding agencies for submission to the Director of Programs in a timely manner.
· Writes reports for presentation to the Director of Programs and President indicating record of achievement on established goals, recommendations for program planning, etc.
· Assesses all problem areas, makes recommendations for corrective action and writes reports on findings and progress.
· Responsible for compiling weekly and monthly program statistics.
· Reviews and provides direction on difficult to serve client cases.
· Identifies staff training needs and areas for professional growth and development and implements appropriate solutions.
· Develops linkages with community based agencies.
· Establishes and maintains working relationships with appropriate city and state agencies, financial institutions and community organizations as well as participates in public relations activities, as needed.
· Reviews and approves bi-weekly payroll summaries/timesheets for submission to the Director of Programs.
· Approves and coordinates payments of bills.
· Maintains Petty Cash.
· Responsible for Client Savings and Money Management System.
· Crisis Intervention.
· Provides on-call coverage in emergency situations.
