Provide services as a Junior Data Analyst in support of the overall functions of the National Heart Lung and Blood Institute (NHLBI) within the National Institutes of Health (NIH).

Duties and Responsibilities:

• Using data and analytical approaches to study, evaluate, assess, and forecast a research organization's personnel and financial resource requirements, including grant and contract portfolios, and workforce projections.
  • Provide analysis, analytical modeling, and/or data visualization on financial, personnel, and grants-related data sets using relevant data tools.
  • Identify possible trends and patterns in the data, and communicate relevant findings that help support problem solving and decision making.
  • Perform quality checks to ensure consistency, integrity and robustness of data.
  • Investigate, adapt analytical methods and approaches, and propose new analytical strategies. Incorporates a wide range of statistical techniques, such as linear programming, multiple regression, probability, sensitivity analysis, and learning curves.
  • Develop criteria and metrics to evaluate, measure, and assess the sufficiency of resource requirements.
  • Present results, findings, conclusions, options, and recommendations to management.
• Provide support to NHLBI in collaboration with the NHLBI Office of Planning, Analysis, and Evaluation with regard to the conduct of analyses and modeling of the long-term resource needs and usage for NHLBI’s operations.
• Review studies and analyses by other professionals, both internal and external to NHLBI, for adequacy of methodology, including the use or development of computer-based models, to ensure that techniques are valid and appropriate to the problem, that alternative analytical strategies have been considered, and that assumptions made and conclusions drawn are analytically sound. Assist in the automation of reporting and analytical tools and techniques for the Institute.
  • Assist in the collection of technical requirements and participates in requirements gathering process with NHLBI customers for the automation of financial and personnel modeling techniques and reporting capabilities.
  • Attend meetings with NHLBI stakeholders and contractors and assists with data validation and user acceptance testing to validate implementation of technical requirements. Develops user training materials for use of automated tools.
  • Interface with the customer stakeholder organization and other contractors as necessary to effectively perform business analysis tasks

• Performs statistical and mathematical analyses of critical, long-term resource requirements covering a wide range of scenarios, options, and resource levels, including but not limited to analysis of resources required to conduct clinical trials and biomedical product development. Organize findings and translate into actionable insights using a variety of data tools. Gathers and determines the validity of data, identifies variables, assesses their interrelationships, and evaluates their utility in developing and executing long-range strategic plans.

• Documents the results of analysis projects into detailed reports, including documentation of objectives, methodology, assumptions, limitations, results and recommendations. Reports leverage the use of tailored data visualization and statistical approaches to convey complex results. Creates briefing materials to communicate results and recommendations to NHLBI stakeholders.

Basic Qualifications:

• Bachelor’s degree in an applicable technical field (e.g., engineering, operations research, statistics, mathematics, data science)

Minimum Qualifications:

• Ability to multi-task and pay close attention to detail
• Excellent analytical, organizational and time management skills
• Strong communication skills, both oral and written
• Successful completion of courses in statistics, mathematics, and basic science.
• Solid knowledge of common statistical or numerical computing software.
• Advanced knowledge of Microsoft 365.
