    Salary
    • Administrative, Management, and Technology Salary Scale Grade 007: $91,027 – 194,036 annually
    Under the Fair Labor and Standards Act this position is exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System.
    Role
    The Human Resources Assistant Data Manager supports processes and procedures for collection, management, reporting, and analysis of employee data. The Assistant Data Manager supports the development and use of systems for gathering, mining, and reporting data in usable and meaningful ways to support continuous improvement in human capital management. The HR Assistant Data Manager works collaboratively with stakeholders to ensure data integrity and accurate generation and reporting of employee record data.
    Essential Functions
    Reporting directly to the Director of Human Resources, the Assistant Data Manager performs the following duties:
    • Provides leadership for planning and supervising all internal audits of employee data.
    • Advises and assists on the development and maintenance of effective internal controls to ensure the integrity and accuracy of employee data.
    • Supervises and directs the work of staff charged with entering and maintaining HRIS related data.
    • Assigns, coordinates and audits all reporting extracted from the HRIS system.
    • Identifies and develops reporting requirements in response to external and internal requests for information housed in the employee database.
    • Serves as a liaison to Business Services Group and the Payroll Department regarding matters of data integrity and data management.
    • Coordinates the FCPS responses to Freedom of Information requests relative to employee data.
    • Consults with staff to clearly define the type of data needed and parameters required to obtain and report accurate employee information.
    • Recommends efficiencies and process improvement actions to ensure the integrity of employee electronic data.
    • Meets with data entry users to establish goals, customize process improvements and identify training needs.
    • Prepares documentation procedures and protocols to capture standard operating procedures.
    • Trains end users on HRIS data entry and maintenance.
    • Participates in on-going, self-initiated learning to maintain currency in the field of employee data management and shares knowledge both formally and informally with others as appropriate.
    • Acquires thorough knowledge of local, state and federal requirements relating to statistical information relative to employee/applicant.
    • Serves as a member of the Board’s Negotiations Team as requested.

    Required Qualifications
    Education/Training/Experience
    • Bachelor’s Degree in Computer Science, Business Information Systems, or related field.
    • Equivalent combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered in lieu of degree conferral
    • Three years’ experience in data management and analysis related to business services
    • Three years’ experience with Human Resource/Financial and Human Resources information management software applications.
    • Demonstrated experience in data analysis along with excellent analytical ability and problem analysis techniques
    • Data extraction and report development experience
    • Experience working with databases, specifically using queries to generate reports

    • Advanced knowledge of MS/Office products and HRIS software applications
    • Demonstrated ability to work independently with minimal supervision.
    • Ability to use technology devices for sustained periods of time.
    • Ability to present employee information concisely to the Board, FCPS Division leaders and external organization and community members and to address their questions with confidence.
    • Knowledge and use of culturally responsive practices.
    • Ability to make decisions independently based upon experience, judgment, and established departmental procedures and policies.
    • Demonstrated ability to employ analytics to design and adjust initiatives.
    • Demonstrated ability to supervise and motivate a team.

    Preferred Qualifications
    Education/Training/Experience
    • Experience serving as a member of a negotiating team and/or labor relations experience
    • Experience supporting employee data reporting requirements in a K-12 school system environment
    • Three years’ experience with PeopleSoft Human Resource/Financial and HR Applications.
    Certification/License
    PHR/SPHR OR SHRM-CP/SHRM-SCP
    Knowledge/Skills/Abilities
    • Familiarity with Frederick County School policies, goals and programs
    • Ability to interpret and communicate regulations, statutes, and procedures such as COMAR and negotiated agreements.
