FosterThomas, Inc. is a leading Human Capital Management Firm. We are assisting our client in their search for a Deputy Program Manager, out of their El Paso, TX, office. This client, is a dedicated provider of advanced technology solutions for enterprise and mission customers, contributing significantly to national security and government transformation in defense, intelligence, and civilian sectors.The Deputy Program Manager (DPM) / Knowledge Manager plays a crucial role in the strategic and operational management of a multi-million-dollar DHS/CBP portfolio. This position acts as a critical conduit between the Program Manager, who operates remotely, and the corporate headquarters. The DPM / Knowledge Manager is responsible for enhancing and maintaining the knowledge management system, ensuring the smooth flow of information, and overseeing the implementation of new processes and systems within the portfolio.Experience Requirements:
  • Knowledge Management: Establish and maintain an effective knowledge management system, integrating advanced tools and data analytics.
  • Implement and Manage Agile/Scrum Methodologies: Responsible for facilitating Scrum processes, including organizing and leading kick-off meetings, sprint planning, daily stand-ups, and sprint retrospectives.
  • Contract Administration: Act as the DHS contract administrator, extracting essential information for bidding and internal processes streamlining collaboration with Business Development and Sr. Leadership.
  • Advanced Process Improvement: Spearhead the development and maintenance of process improvement initiatives using industry-standard methodologies like Lean, Six Sigma, and Agile. The focus will be on identifying bottlenecks, implementing innovative solutions, and continuously monitoring the impact of changes to ensure optimal operational performance in close collaboration with the Program Manager.
  • Standardization of Documentation: Create and maintain standardized forms and reports to include but are not limited to: Monthly Status Reports (MSR),Daily Update Briefs(DUB), Story Boards, and proposals in collaboration with the DHS Program Manager.
  • Interim Contract Management: Assist the Program Manager in new project planning and contract management until the appointment of a dedicated Project Manager.
  • Team Development and Mentoring: Guide team members in knowledge management practices for continuous improvement and knowledge transfer.
Qualifications:
  • BS/BA in Finance, Business, Economics, Engineering preferred.
  • MBA preferred.
  • 15 years of progressive leadership experience in managing multi-million-dollar operations.
  • Strong background in project management, agile methodologies, process improvement, and leadership.
  • Proven expertise in process development, contracting, and knowledge management.
  • Proven expertise in training and/or instruction design.
  • Strong ability to liaise effectively between various organizational levels.
  • Excellent communication, organizational, and leadership skills.
  • Proficiency in relevant software applications and project management tools.
  • Demonstrated ability to create and implement efficient systems and processes.
  • Experience in government contracting or related fields is highly desirable.
