Project: 
Home Instruction for Parents of Preschool Youngsters (HIPPY) is a home visiting model that focuses on parent-involved and parent-directed early learning. HIPPY services are offered to parents, who then work with their own 2- through 5-year-old children. HIPPY’s mission is to help parents prepare their children for success in school and beyond. The model supports parents as their children’s first teacher by providing them the tools, skills, and confidence to teach their young children in the home.

Summary: Under the supervision of the Program Director or designee, the Program Manager/HIPPY Coordinator is responsible for the daily management and operations of the designated program(s). The Program Manager/HIPPY Coordinator will provide administrative supervision to the program staff to ensure all services are delivered according to local, state, and federal laws and in compliance with contractual requirements. The scope of work is subject to change as needed to ensure each project’s individual goals and employee expectations are based on agency/management strategic goals. All Center for Children team members are expected to be collegial and collaborative, mutually supportive, and focused on excellent services to clients, fidelity to program models, and ethical provision of services.Primary Duties and ResponsibilitiesDevelop and Maintain Personal Expertise
  • Ensure a detailed knowledge of the proposed services and awarded contract(s).
  • Become an expert in the standards and agency policies.
  • Become an expert in service delivery modalities/curricula/procedures.
  • Seek opportunities to broaden professional expertise.
Management and Administration
  • Act as the primary program contact and responsible for program oversight, services and supervision.
  • Work with the Program Director to hire and train staff, monitor budget spending, and continually problem-solve to optimize performance on project.
  • Participate in HIPPY conferences and meetings.
  • Review and recommend improvements to program policies and procedures.
  • Seek guidance from the supervisor to ensure the success of the team and the program.
  • Work closely with the program director to ensure there is no redundancy in service provision across all centers' programs.
  • Manage and assign caseloads.
  • Follow and implement requests and directions received from the supervisor and support/implement decisions made by management.
  • Assist with/attend department and agency-wide trainings, fundraisers, events, and participant activities.
Maintain Compliance and Quality Standards
  • Continually stay abreast of funder requirements, contract status, and program status for internal and subcontracted services, as applicable.
  • Lead the team’s PQI efforts, including conducting the HIPPY annual assessment, developing the improvement plan, and overseeing implementation of planned strategies.
  • Prepare for initial, follow-up, and HIPPY accreditation site visits by HIPPY US staff or National Trainers.
  • Serve as the primary Grantee contact and liaison for PEI.
  • May act as a liaison between El Paso Center for Children and funders, partners, and/or stakeholders as directed by the supervisor.
  • Engage in strategic planning with the supervisor to ensure client engagement and staff preparedness to complete or exceed contract goals.
  • Work closely with the supervisor to manage and oversee the administrative and daily operations of the program(s) in accordance with local, state, and federal laws and in compliance with contractual requirements.
  • Manage the subcontractor, monitoring performance and ensuring timely follow-up and tracking of families referred.
  • Guide course corrections with team and subcontractors (as applicable) to ensure compliance.
  • Participate and be accountable for all quality assurance systems and processes outlined in the PQI/Compliance Plan. The facets of this responsibility include to:
    • Train staff in data entry and monitor data quality to ensure accurate reports.
    • Become an expert in the use of internal and external database systems.
    • Ensure staff is adequately trained in documentation, including data collection and entry responsibilities. Participate in data cleaning/auditing to confirm accuracy.
    • Coach and supervise the Program Specialist and monitor quality of data entry as well as congruence between PEIRS and HIPPY’s Visit Tracker
    • Gather and analyze data (e.g., program outcomes, outputs, client satisfaction data) and draft internal and external reports (e.g., reports to funder, internal reports, grant/contract renewals, grant applications, etc.).
    • Track trainings for all staff.
    • Lead program record reviews and prepares summary reports.
    • Participate in internal and external audits or reviews.
    • Develop Improvement/Correction Plans.
Service Delivery
  • Be fully trained in implementing the HIPPY program model in order to train and supervise Home Visitors. May have a modest caseload in the event of staff vacancies or transitions.
  • Provide administrative and reflective supervision (2x/mo.) to Home Visitors.
  • Support home visitors in problem-solving, challenges with families, and home visit situations.
  • Serve as a role model in family engagement and service provision.
  • Make three home visits annually to observe each visitor.
  • May be assigned to provide direct client services as assigned by the supervisor or required by the position. This can include case management, counseling, outreach activities, or any other service as specified in the contract(s). Caseloads and program activities will be based on program needs and/or contractual requirements.
  • May participate in on-call rotation activities and provide crisis intervention services.
  • Provide backup coverage as needed, e.g. when short staff, to meet goals/expectations, etc.
Supervise and Develop Staff
  • Provide curriculum training to all home visitors weekly in each curriculum being implemented. The training will use the role-play methodology.
  • Participate in interviewing and making hiring decisions.
  • Train, allocate work, provide coaching and staff development, evaluate, and engage in corrective action as a supervisor to staff. Motivate employees to achieve peak productivity and performance.
  • Lead program orientation and ongoing training of staff.
  • Provide staff training and ensure compliance with training plans per role.
  • Monitor individual and team performance in adherence with all program requirements.
  • Monitor and support quality service delivery, recognizing when team members need additional training or other reasonable support to be successful.
  • Maintain supervision files of supervisees.
  • Complete individual supervision with supervisees.
  • Organize and facilitate staff meetings.
  • Participate in on-call activities as needed to provide the required support to home visitors.
  • Be willing to accept interns for supervision as needed.

  • Assist in managing relationships with current community partners and clients:
    • Coach and supervise the Outreach Specialist, working with them and the agency’s Outreach and Marketing Committee to shape strategies.
    • Maintain high levels of customer service, with attention to nurturing and building relationships.
    • Make and document appropriate referrals and advocate for families needing assistance.
    • Actively engage (as assigned) in community initiatives and stakeholder meetings, both representing the agency with integrity and keeping an eye out for potential partners/funders.
    • Lead the team’s outreach and planning efforts, coordinating with other agency programs to minimize duplication of effort.
    • When funding permits, work with the Chief Development Officer and any external contractors needed to improve marketing strategies.

  • A Bachelor’s degree in early childhood, elementary, family or adult education, social work or
    any other related field.
  • Have a minimum of two to three years of relevant program management and supervisory experience or a master’s degree in a relevant field, along with a minimum of three years of program management experience and supervisory experience.
  • Have experience with performance evaluation, data analysis, reporting, budget oversight, and social service programming.
  • Parent of a HIPPY 3, 4, 5-year old child or weekly access to a HIPPY 3, 4, 5-year-old.
  • Ability to read, write, and speak English is required. Ability to read, write, and speak Spanish may also be required based on the nature of the program.
  • Exceptional computer skills, including proficiency in using the Microsoft Office Suite of business applications: Word, Excel, and PowerPoint.
  • Must have driver’s license, vehicle in safe operating condition, and maintain proof of current insurance at Texas minimum standards.
  • Must be able and willing to travel for trainings/meetings/conferences.
  • Must be able to walk, sit, stand, and lift and carry at least 25 pounds.
