Food Bank for the Heartland is Hiring a Quality Assurance Manager Near Omaha, NE

Position title: Quality Assurance Manager
Reports to: Senior Director of Operations
FLSA status: Exempt, full-time
Position purpose:
The Quality Assurance Manager will support the mission of the Food Bank for the Heartland (FBFH) by leading the integration of foundational Quality Assurance (QA), Food Safety, and Staff Safety processes into all areas of the organization. This role will provide responsible oversight and direction in the areas of internal compliance, partner agency compliance, external regulatory audits, and all government program regulations. In collaboration with all departments, this role will focus on the development of the FBFH’s safety culture.
Essential accountabilities:
  • Develop and support multi-departmental work groups to share expertise, solicit feedback, develop processes, and create mutual understanding to foster the development of a strong food safety culture in FBFH’s strategic plan.
  • In collaboration with the Senior Director of Operations, build and implement a business plan & vision to be a leader in Food Bank Quality Assurance and Food Safety.
  • Ensure the distribution of safe, quality food by creating, monitoring, and enforcing quality standards and evaluation procedures that align with both Food Bank procedures and government requirements.
  • Collect, track, and analyze quality metrics including, but not limited to temperature control, sanitation, inbound and outbound inspections, and customer complaints.
  • In collaboration with the VP of Operations, Senior Director of Operations, Director & Assistant Director of Sourcing, Facility Manager, Assistant Director of Warehouse and Transportation and Assistant Director of Network Relations, develop operations standards to ensure safe and sanitary sourcing, receiving, storing, and distributing of all products that meet or exceed the standards of USDA, Feeding America, AIB and other regulatory bodies. Evaluate the efficiency of business procedures regularly according to organizational objectives and apply improvements.
  • Serve as the lead of the Food Safety Team. Ensure all internal audits provide learning opportunities for staff to develop departmental understanding of regulatory and compliance standards.
  • Implement and oversee inspection management software to standardize the inspection program for use on site and with partner agencies.
  • Review all internal inspections, looking for trends and testing food safety standards to identify best practices and make process changes as needed.
  • Develop and track adherence to all plans of action resulting from internal auditing. Ensure clear, concise, evidence-based rationales have been provided in support of all recommendations and/or determinations.
  • Work collaboratively with Sourcing and External Affairs to develop food safety awareness and training in the volunteer experience.
  • Work collaboratively to support the development of Food Bank of Siouxland according to the Partner Distribution Organization (PDO) contract.
  • Provide supervision and support to a high performing QA team. Define departmental goals and tactics. Define metrics of success and develop evaluation tools to appraise team and employee activities and efficacy.
  • Provide support to the executive team to develop the annual budget by developing the QA department plans, goals, and budget.
  • Maintain solid knowledge of regulatory requirements including, but not limited to Feeding America contract, AIB food safety standards, Health Department, USDA, state and federal commodity and hunger relief programs, TEFAP and USDA Child nutrition programs, and partners’ contracts.
  • Serve as subject matter expert with the Feeding America contract regarding food distribution, warehousing, facilities, food sourcing and transportation. Provide support in the development of processes that meet or exceed these requirements. Audit processes and documentation of adherence to regulations a minimum of one time a year to test and ensure adherence to processes.
  • Serve as subject matter expert with the Feeding America contract agency and programs. Provide support in the development of processes that meet or exceed these requirements. Audit processes and documentation of adherence to regulations with a sample group a minimum of one time per quarter.
  • Serve as subject matter expert on AIB requirements. Provide support in the development of processes that meet or exceed these requirements. Complete a fully simulated AIB audit at minimum one time per year.
  • Serve as a primary contact for all external food safety audits (announced and unannounced) including, but not limited to FDA, USDA, and Douglas County Health. Develop, implement, track corrective action plans to completion to rectify any deficiencies. Submit plans of action as needed to governing bodies to document corrections.
  • Serve as the primary contact for Feeding America compliance in the areas of programs, agencies, food sourcing, warehousing, transportation, and/or facilities.   • Serve as the primary contact for all other governmental auditing agencies regarding food distribution programs. Develop, implement, track corrective action plans to completion to rectify any deficiencies. Submit plans of action as needed to governing bodies to document corrections.
  • Develop executive summaries to appropriate leadership team members regarding areas of success and development. Support departmental or process changes as result from areas of deficiencies to support change.
  • Develop and/or coordinate departmental training in the areas of safety, food safety and quality assurance. Track and coordinate job specific training to meet all safety and regulatory requirements.
  • Develop and/or coordinate development and food safety/quality assurance training opportunities to agency and program partners based on need identified by the Network Relations. Assist the Network Relations department with the yearly agency conference.
  • In collaboration with all departments, foster the development of a staff safety culture by serving as the Chair of the People Safety Committee to prevent injury and illness, increase safety awareness, and develop strategies to increase wellness in and outside the workplace.
  • Develop, implement, and provide ongoing evaluation of occupational health and safety policies, procedures, and programs.

Education and experience:
  • Bachelor’s degree is preferred.
  • A minimum of 3 years’ experience in Quality Assurance/Food Safety in a food distribution or food industry environment preferred.
  • Familiarity with AIB, FDA, FSIS, and USDA regulations are preferred
  • Experience in conducting facility inspections is preferred.
  • cGMP, HACCP, PCQI certifications are a plus.
  • A minimum of 2 years’ experience in training and staff development.
  • Additional years of experience may substitute for education.
