Description

Under general direction, provides clerical and program assistance to the Director in maintaining the County’s emergency management function. Under the general supervision of the Emergency Management Director, provides administrative and clerical support for the Emergency Management Office. Provide the Director with administrative and technical support during times of emergencies including field operations. The Assistant assists in maintaining a smooth and efficient operation of the emergency management office, and disseminating information to all emergency response agencies, municipalities, media and the public. May include working long hours during disasters and traveling.

Examples of Duties

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Prepares and maintains hazardous materials incident contingency plans pursuant to Superfund Amendment Reauthorization Act (SARA) requirements. (EPCRA program requirement for Grant purposes)
  • Maintains related materials inventory lists and updates pertinent records. Assist in processing purchase orders and invoices; purchase office, EOC and outreach and educational supplies; keep appropriate inventory.
  • Assists the Director in the development of evacuation, shelter and resource management plans for all off site facility plans.
  • Assists the Director in conducting exercises to determine effectiveness of County response plans.
  • Maintains Tier Two inventory information and related records pursuant to Emergency Planning Community Right-to-Know (EPCRA).
  • Assist the Director with emergency measures to be taken by an organized body of civilian volunteers for the protection of life and property in case of a natural disaster, enemy attack or invasion.
  • Assists the Director in completion of State and federal reports, documents, etc. relative to the emergency management function. Track and schedule for review and update various established contracts/agreements prior to expiration.
  • Assists the Director in grant writing and application efforts. Develop and maintain a tracking system for all required work outputs pertaining to state and federal grants.
  • Assist with press releases, public service announcements, mailings and reports to city, village or town officials, media and committees.
  • Answers phone, types correspondence, reports and memos, updates other documents and performs duties and other office support tasks as requested.

Typical Qualifications

Desirable Knowledge and Abilities:
Basic knowledge of regulations related to the emergency management function. The ability to analyze and categorize data and information and determine the relationship of data and established criteria and standards. Ability to compare and differentiate data and information as well as assemble, copy/record information and classify, compute and tabulate data. Ability to utilize and comprehend a variety of data and information such as hazardous materials lists, inventories, State emergency government documents, work plans, disaster plans, and emergency operations plans and grant application documents. The ability to communicate effectively with government officials, public safety agencies, businesses and the public in matters pertaining to emergency planning activities. Ability to transcribe dictation, organize, file, type and enter data into computer data and software/systems.
Training and Experience:
Graduation from high school or equivalent supplemented by additional coursework in administrative assistant or closely related field.
