POSITION TITLE: HSA Operations Manager

REPORTS TO: Account VP, Employer Programs

PAY GRADE: 10

DEPARTMENT: Sales & Community Development

FLSA STATUS: Non-Exempt

LOCATION: Hybrid

PURPOSE: The primary purpose of this position is to fulfill our vision of inspiring financial wellness. The position must deliver high quality service to both internal and external members by supporting and promoting our values to Care, Listen, Learn, Solve, and Act.

The HSA Operations Specialist works under the supervision of the AVP, Employer Programs and is responsible for managing and administering the daily operation of Financial Center’s Health Savings Account program. This includes ensuring compliance with all applicable regulations, managing employee contributions and distributions, and providing customer service to employer groups and their employees. Also educates the member on additional products or services that the member could benefit from. Provides direct support services to members, or connects them with the staff/department who can provide them the specific assistance they need.

ESSENTIAL DUTIES:

• Initiates conversations with existing HSA members to educate and uncover cross-sell opportunities resulting in the achievement of monthly credit union checking account, other deposit, and lending goals. Educates the member on additional products or services that the member could benefit from.

• Facilitate and teach Lunch & Learns workshops to partners.

• Serve as the expert to members on our HSA product and investment option, federal rules/regulations around HSAs, and tax implications

• Oversees and supports the daily processing of HSA applications and account transactions initiated from the Employer Group Administrator or from the member. duties including but not limited to:

o Monitoring & Processing applications in the HSA Portal Application Queue

o Uploading Employer Census Reports to HSA Portal

o Reviewing applications opened via HSA Portal for accuracy and required information

o Ensuring HSA application information is retained in the Credit Union’s cold storage

o Communication of missing information and finalized account numbers with employer groups

• Oversees and supports the daily processing of HSA Funding Files:

o Posting Funding Files within core system

o Monitoring the posting file reject report

o Communicates with employer groups to correct rejected postings and return any remaining funds

o Performs monthly reconciliation of the Credit Union’s HSA funding account

• Responsible for the daily operations of the Credit Union’s HSA program including but not limited to:

o Responsible for maintaining established SLAs (Service Level Agreements) for HSA activities with HR partners, HSA members and teammates through correspondence in the dept.hsa mailbox and calls to the HSA queue.

o Processes new account applications, maintenance and closures in the HSA investment platform.

o Responsible for providing management and development team with feedback on the functionality of the HSA portal.

o Monitors the new account reports for department and ensures corrections are completed accurately and timely.

o Ensure credit union compliance with all applicable regulations, including IRS and Department of Labor regulations.

• Owns the HSA Tax Form process including corrections and the annual HSA tax form mailings.

• Assists with maintaining procedures for the department. Responsible for adherence to procedures and works to minimize risk issues.

• Resolves assigned Opportunities in accordance with the department’s Service Level Agreement and monitors queue for completion and accuracy of opportunities listed in the core system

• Maintain a deep knowledge of all Credit Union products. Stay up-to-date with industry trends and best practices related to HSA programs.

• Provides feedback to FCFCU’s development team on improvements needed for the Health Savings Hub.

• On occasion, supports the AVP, Employer Programs with enrollment events.

• Performs other duties as assigned.

REQUIRED BACKGROUND:

• Associate’s degree such as business administration or healthcare administration is preferred

• 3-5 years experience at a Credit Union or other Financial Institution working with Health Savings Accounts, Lending, Branch Operations or Compliance is preferred

• Must demonstrate strong leadership skills and work well independently.

• Must be proficient in the use of basic Microsoft Office applications (Word, Excel and PowerPoint).

• Excellent time management and attention to detail required

• Must be able to communicate effectively with tact and diplomacy

• Must possess excellent verbal & written communication and presentation skills

• Ability to function in a goal-oriented atmosphere

• Willingness to work in a team environment to achieve common goals for the department

• HSA certification maintained or completed within six months in the position

• Strong knowledge of IRS & Department of Labor regulations related to Health Savings Accounts.

Physical Requirements

Is able to bend, sit, and stand for extended periods of time in order to perform work with some physical exertion and occasional lifting of up to 10 lbs. Must be capable of climbing / descending stairs. Must be able to operate routine office equipment including computer terminals and keyboards, telephones, copiers, facsimiles, and calculators. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours or travel off site whenever required or requested by management. Must be capable of regular, reliable and timely attendance. Reliable transportation required.

Working Conditions

Must be able to routinely perform work indoors in climate-controlled public or private office with varying noise levels. Must be able to interact with few or many people at one time.

Mental and/or Emotional Requirements

Must be able to perform job functions independently or with limited supervision and work effectively either on own or as part of a team. Must be able to read and carry out various written instructions and follow oral instructions. Must be able to complete basic mathematical calculations, spell accurately, and understand computer basics. Must be able to speak clearly and deliver information in a logical and understandable sequence. Must be capable of dealing calmly and professionally with numerous different personalities from diverse cultures at various levels within and outside of the organization and demonstrate highest levels of customer service and discretion when dealing with the public. Must be able to perform responsibilities with composure under the stress of deadlines / requirements for extreme accuracy and quality and/or fast pace. Must be able to effectively handle multiple, simultaneous, and changing priorities. Must be capable of exercising highest level of discretion on both internal and external confidential matters.
