Thomas and Reed is placing a Business Operations Analyst in the Indianapolis office location of the CBP in a short term contract, with potential to be extended. Under the authority of Title I, Section 101 of Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States (U.S), reduce the vulnerability of the U.S. to terrorism, and minimize the damage, and assist in the recovery, from terrorist attacks that do occur within the U.S.
U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM)
Directorate is responsible for the coordination of all real property management functions within CBP. This includes construction management, energy management, architectural and engineering design services, establishment of facility standards, historic preservation, and the planning and coordination of repairs and alterations to CBP occupied facilities. In addition, OFAM is also responsible for all aspects of financial management and budgeting, logistical support, building management services, investment planning, life cycle management of real property, as well as critical asset and administrative consultation and collaborative business solutions in support of CBP’s mission.
2. SCOPE
The purpose of this statement of work (SOW) is to have a Contractor provide professional services support to the Front Office of the Office of Facilities and Asset Management (OFAM), Organizational Resources and Support (OR&S) Division.
The CBP, OFAM, OR&S Division, requires services for centralized administrative and mission support to the OFAM Program Management Offices (PMO). The scope and purpose are to increase efficiencies and minimize the Divisions/PMOs’ administrative responsibilities. CBP, OFAM, OR&S, Front Office requires an array of services related to Business Operations and Front Office Management. These services include:
• Strengthen OFAM internal controls oversight and testing.
• Provide complex data/program/process analysis related to OFAM programs.
• Corrective action planning.
• Implement OFAM program and process improvements.
• Develop analytical tools.
• Benchmark OFAM program performance.
• Develop OFAM policies, procedures, and processes.
• Provide technical leadership in the use of traditional and digital approaches to develop and implement innovative, creative, and effective strategies to capture, interpret and share technical knowledge.
• Define the knowledge management strategy for knowledge base and maintain high quality, up-to-date, and searchable content for audiences of varying skill level.
• Work effectively across the organization to develop and support new and existing processes for retention of knowledge.

• Leverage OFAM’s analytics to evaluate business impact, track the usage and define efficiency of the knowledge base content. • Establish guidelines based on knowledge base best practices and develop best practices to ensure continued future success.
• Usage of a variety of technology to include development and maintenance of OR&S SharePoint pages; and • Provide support to Records and information Management and OFAM Policy, Processes and Resources. Business Operations Analyst
• Project management skills and competencies such as meeting management, schedule development and reviews, project and program risk and issue management
• Written and oral communications skills and competencies required to communicate with OFAM leadership and stakeholders • Technical writing to write formal reports, directives, memoranda, etc.
• Conflict resolution skills to ensure dynamic teams with competing interests agree to and achieve established goals and objectives
• Knowledge of Entity Level and Transactional Control design, design effectiveness and compliance verification and validation methods and techniques
• Data analytics and management, to include data base development and management
• Risk management, to include the identification and assessment of risk mitigation strategies
• Knowledge of and experience with Microsoft Office software suit\
