Family Services is Hiring an Education Center Operator (Esparza) Near San Antonio, TX

Education Center Operator
The Education Center Operator is responsible for the day-to-day operations of each Head Start center. Functions include the delivery of the Head Start curriculum and effective instructional practices according to the Head Start Program Performance Standards, Head Start Act, Licensing Minimum Standards, policies and procedures that lead to effective school readiness and a high quality learning environment for children and families, and will use agency standards to ensure that services provided are in alignment with the Social Determinants of Health through a trauma informed care lens as defined by the agency. Responsible for developing and maintaining collaborative relationships, supervising Head Start staff at their center and incorporating an effective Parent, Family and Community Engagement Program. Maintain and oversee assigned budgets.
Essential Functions:
Center Oversight:
  1. Ensures that clients have access, as needed, to all five pillars of the social determinants of health with a trauma informed lens through Agency services and/or community partners.
  2. Supervise and provide oversight of day-to-day operations of assigned Head Start Center to ensure operations conform to Head Start Program Performance Standards, Head Start Act, Licensing Minimum Standards, agency policies and procedures. Identify service gaps and/or duplication in services to facilitate a well-coordinated service delivery system within the Head Start program and throughout the agency; and establish and maintain a safe and healthy learning environment. Support the effective implementation of all content areas, implementing all relevant policies and procedures.
  3. Work with senior management and staff to establish, review and align agency’s program and operating policies to facilitate coordination of functions and operations between departments, and to establish standards and contractual standards as appropriate.
  4. Manage the collection of data and service questionnaires/surveys through the completion of data and contractual tracking through the data management system and/or other tracking systems required by contract or agency needs correctly and on time.
  5. Prioritize workload, manage time, and meet multiple deadlines with minimal supervision.
  6. Serve as an ambassador in supporting and contributing to healthy and productive communication throughout the agency with clients, staff and stakeholders.
  7. Communicate the rationale, methodology, and goals of the agency and Head Start program to community groups and organizations through written materials, oral presentations and media appearances; and participate in multi-agency coordination and collaboration activities focusing on culturally sensitive customer service.
  8. Assist in identifying and securing funds that enhance and expand program implementation efforts and overall development of Head Start services. Provide oversight, record keeping and reporting of center in-kind contributions from parents and/or community members.
  9. Maintain and oversee assigned budgets. Work with senior management and staff regarding center fiscal management. Record Keeping and reporting of purchasing and tracking of supplies and equipment, staff timekeeping, and attendance.
School Readiness:
  1. Has oversight of learning experiences that advance the intellectual and physical development of children, including improving the readiness of children for school by developing their literacy, phonemic, and print awareness; their understanding and use of language; their understanding and use of increasingly complex and varied vocabulary; their appreciation of books; their understanding of early math and early science; their problem-solving abilities; and their approaches to learning; and support the social and emotional development of children.
  2. Encourage the involvement of families of the children in a Head Start program and support the development and relationships between children and their families.
Supervision:
  1. Supervise the recruitment, interviewing, training and placement of Head Start staff and volunteers, and the identification and recruitment of Head Start enrollment and participation. Support teaching staff in understanding child outcomes data and using it to improve practice and outcomes. Provide staff with coaching and support for quality improvement and professional growth through regular observation and formal and informal feedback.
  2. Provide leadership to staff to ensure the coordination and effective use of resources to accomplish the various programs and agency stated goals and objectives and infrastructure.
  3. Supervise staff by monitoring accountability responsibilities including, but not limited to, activity or service reports and documentation, approval of timesheets, travel, requests for paid time off, and training registrations; conduct individual development plans and performance appraisals; and structure staff development training and provide coaching for ongoing development.
Agency Responsibilities:
  1. Represent the agency at meetings with groups and partners as requested.
  2. Maintain good relationships with stakeholders, current and potential Head Start children and their families, community and co-workers, focusing on providing excellent and culturally sensitive customer service and always presenting a positive image of the agency.
  3. Maintain a working environment which encourages mutual respect, promotes respectful and congenial relationships between employees and is free from all forms of harassment.
  4. Perform other duties as assigned, including presentations to community groups and organizations, in accordance with the agency’s “team” philosophy.
Education/Training/Experience:
  1. Bachelor’s Degree in early childhood development or other related human service field with 18 hours of Early Childhood Development.
  2. Must have six college credit hours in management.
  3. Current CPR and First Aid
  4. Two (2) years experience in the respective field.
  5. Previous supervisory experience is desirable.
  6. Fluency in English and Spanish (read, write, and speak) desirable.
  7. Staff will be required to submit proof of their vaccination status or may request to be exempt from vaccination due to a religious and/or medical accommodation. 
  8. State of Texas vehicle operator’s license and proof of liability insurance.
  9. This is a 12-month position which means you'll be working year-round.
Qualifications
Education
Required

Bachelors or better in Early Childhood Education or related field.
Experience
Required

2 years: 1. 2 years in the respective field.
