Exec Office of Technology Services and Security is Hiring a Project Manager Near Boston, MA

The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

EOTSS is seeking a dedicated and skilled individual to join our team as a Project Manager - IT Capital Programs. Reporting to the Capital Budget Director and receiving guidance from the Director of Capital Planning, the Director of Portfolio Management, and the Assistant Secretary of Strategy & Planning, theProject Manager - IT Capital Programs will play a crucial role in monitoring and ensuring the success of large-scale capital technology projects across multiple agencies and secretariats.
The primary work location for this role will be 1 Ashburton Place, Boston, MA, 02108. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Duties and Responsibilities:

  • Monitor and oversee large-scale capital technology projects to ensure proper structure, alignment with goals, and adherence to timelines and budgets.
  • Collaborate with agencies and secretariats to ensure projects are on track and delivering desired outcomes by utilizing key performance indicators (KPIs) and metrics to measure the performance and success of projects within the portfolio.
  • Assist agencies with project recovery efforts if projects fall off track, including conducting third-party health checks and providing recommendations for corrective actions. Identify and resolve conflicts of interest proactively.
  • Work closely with the internal Strategy & Planning team to align project goals with overall strategies and priorities.
  • Communicate project status, risks, and recommendations to stakeholders through executive level presentations and regular updates.
  • Facilitate communication and coordination amongst project teams, agencies, and secretariats to ensure smooth project execution.
  • Identify and mitigate project risks and issues, proactively addressing challenges to keep projects on track.
  • Ensure compliance with project management methodologies, standards, and best practices.
  • Facilitate post project retrospective to assess if desire goals where achieved and ability to explain why or why not, as well as mitigations.
  • Develop and implement change management strategies to minimize disruption and resistance to change during project implementation. Engage stakeholders and communicate change impacts effectively to facilitate smooth transitions.
  • Lead continuous improvement initiatives within the project management function, identifying opportunities to streamline processes, enhance efficiency, and optimize project outcomes.
  • Ability to construct and/or review a viable project budget and control it during the project lifecycle.
  • Familiarity with information technology concepts, systems, and solutions, with the ability to understand and communicate technical requirements and challenges effectively.
  • Coordinate with external vendors and contractors involved in project execution.
Preferred Knowledge, Skills, and Abilities:
  • Minimum of five (5) years of experience in project management, with a focus on capital program management.
  • Strong understanding of project management methodologies, tools, and techniques.
  • Excellent communication and interpersonal skills, with the ability to prepare and deliver clear and concise presentations, recommendations, and decisions tailored to different audiences and stakeholders.
  • Proven ability to manage multiple projects simultaneously and prioritize tasks effectively, as well as ability to analyze project status and steps to right set.
  • Experience working with cross-functional teams and stakeholders to achieve project goals.
  • Demonstrate collaborative leadership skills, fostering teamwork, trust, and cooperation among project team members and stakeholders.
  • Knowledge of project governance frameworks and best practices, including project oversight, decision-making structures, and accountability mechanisms.
  • Government or public sector environment experience is a plus.
  • PMP Certification or equivalent project management certification is a plus.
