Description

JOB SUMMARY

Under the general direction of the Chief Human Resources Officer, the Director of Human Resources is responsible for Overseeing all HR initiatives, systems, and tactics, including talent acquisition, employee relations, employee engagement, compensation, benefits, workforce training and development, and Performance management. The Director of Human Resources provides guidance, recommendation, and support to senior-level leadership and HR operations, including setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices. Additionally, the Director of Human Resources is responsible for ensuring that HR practices are in accordance with JCAHO, CMS, federal, state, and local guidelines, organizational and departmental policies, and procedures.

STANDARDS OF PERFORMANCE

  1. Plans, develops, organizes, implements, evaluates, and directs the Human Resources operations of the facility in accordance with current rules, regulations, and JCAHO/CMS guidelines that govern Hospital and Long-Term Care facilities.
  2. Supervises, recruits, trains, and provides constructive performance evaluation of the human resources staff. 
  3. Provides guidance and leadership to the human resource staff, including assistance with resolving employee relations, compensation, staffing, and benefits questions, concerns, and issues.
  4. Counsels managers and employees on situational employee relations issues, including leading investigations and meeting with managers/employees in dispute resolutions. Additionally, provides resolution recommendations on the next steps to the Chief Human Resources Officer.
  5. Process involuntary termination/off-boarding (coordinate the preparation of termination Packet, terminate all EHS access, recover company assets, answer to DOL unemployment queries, and coordinate the attendance of DOL hearings).
  6. Develops and maintains organizational communications such as newsletters and employee engagement database platforms to ensure employees keep abreast with current events and have knowledge of training and development resources.
  7. Provides guidance, recommendation, and support to department leaders in developing and implementing accountability systems that link individual, entity, and system-wide goals and objectives.
  8. Partners with senior leadership in driving departmental action planning as a result of employee engagement surveys; assess facility “temperature” through formal and informal sensing and plan actions with department managers.
  9. Collaborates with senior leadership team members to augment leadership training and development programs.
  10. Makes oral and written reports to the Chief Human Resources Officer, as necessary/required, concerning the operation activities of the Human Resources Department.
  11. Ensures compliance with employment, benefits, safety, and other laws, regulations, and requirements.
  12. Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.
  13. Prepares departmental annual operating budget and capital equipment budget; and operates department expenditures within the approved budget.
  14. Monitors Human Resources service delivery satisfaction in areas of responsibility and develops strategies and tactics to implement improvements. 
  15. Provides support to the Chief Human Resources Officer in evaluating infrastructure of people, systems, and processes and suggests and implements recommendations to ensure the system is efficient, disciplined, and accountable.
  16. Assists Chief Human Resources Officer in developing HR long-range strategic plans to enhance the Effingham Health System’s position as a best practices system.
  17. Develops, maintains, and periodically updates written policies and procedures that govern the day-to-day functions of the Human Resources Department, ensuring compliance with JCAHO, CMS, and federal, state, and organizational annual review procedures.
  18. Develops methods for coordinating Human Resources with other departmental services to ensure the continuity of the residents/patient’s total care regimen.
  19. Coordinates with Directors and Managers the development, maintenance, and periodic updates of written job descriptions and competencies for each level of personnel in the facility.
  20. Oversees the qualification and competence of department personnel in accordance with the time frame established by the organization.
  21. Responsible for assessing and maintaining the department's performance improvement program.
  22. Performs administrative duties such as completing medical forms, reports, evaluations, studies, etc., as necessary.
  23. Manages the collaboration, engagement, and participation in surveys made by authorized government or regulating agencies.
  24. Establishes a disciplined framework of goals, expectations, measurements, and consequences that will drive and reward employee behavior.
  25. Provides day-to-day leadership and management to the Human Resources Department that mirrors the mission, vision, and values of the Health System
  26. Participates in professional development and networking conferences and events.
  27. Performs other duties as assigned.

Requirements

Minimum Level of Education: The position requires a bachelor’s degree in human resources, business administration (Master’s Degree preferred), health care management, or another related area or an equivocal combination of education and work experience.

Formal Training: Workshops, Conferences, and Education in the following areas are desirable: Employee Relations, Talent Acquisition, Compensation, Performance Management, Benefits, Training/Organizational Development, Human Resources Legal/Regulatory.

Licensure, Certification, Registration: HRM-CP, SHRM-SCP, or related certification is strongly preferred.

Work Experience: At least five years of human resource management experience is required. Experience supervising staff and managing HR operations should include at least three areas in Human Resources: Employee Relations, Employee Engagement, Talent Acquisition, Compensation, Benefits, Performance Management, and Training/Organizational Development. NOTE: Experience in a Healthcare environment is desirable.
