Department of Developmental Services is Hiring a STAFF SERVICES MANAGER III Near Sacramento, CA

Under administrative direction of the Assistant Deputy Director, the Staff Services Manager III oversees the Early Childhood and Transitions Policy Support Branch in the Children, Adolescents and Young Adult Services Division (CAYAS). This position develops and implements program policies and provides programmatic oversight of programs for children who are transitioning from Early Start services (Part C) to Special Education services (Part B) under the federal Individuals with Disabilities Education Act (IDEA), transitioning from Early Start to Lanterman Developmental Disabilities Services Act (Lanterman Act) eligibility or provisional eligibility, or receiving services and supports from both programs, and later transitions into elementary, middle school and high school, and pursuing higher education, competitive integrated employment (CIE), or other adult programs for individuals with intellectual and developmental disabilities (IDD). This position is also responsible for special projects including the Consumer Electronic Records Management System (CERMS) project and for data systems and analysis, tracking, and reporting of data and outcomes for all CAYAS programs.
This position is eligible to participate in DDS’ hybrid telework schedule. Participation in telework is subject to DDS’ guidelines.
The location for this position is to be determined, with availability in Sacramento and Orange Counties. It is not necessary to apply in both counties.

Department Information

The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
The DDS is located in a modern, sustainable and innovative office building at 1215 “O” Street, Sacramento, California. Some amenities of the building include:
  • First floor retail space (separate access from 12th Street)
  • Café with multiple vendors
  • Outdoor seating for meal breaks
  • Employee fitness center which includes a yoga studio, cardio equipment and weights
  • Plaza area with kitchenette on each floor

Special Requirements

A Statement of Qualifications (SOQ) is a narrative discussion of how the candidate’s education, training, experience, and skills qualify them for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing.

Interested individuals must submit a SOQ in addition to the standard State application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to a formal interview.
Your response must be no more than two type-written pages in length, single-spaced, using 12-point Arial font, and include your first and last name and the Job Control number in the header of all pages. Your response must include the questions and number them. The information you provide must be completed in a clear and concise manner, using proper grammar, with no spelling errors and address the following questions:
  • Describe your experience managing a team and the methods you have used to ensure that your staff produces high quality work products and services. Please specify the scope of your responsibility.
  • Describe your experience implementing workload management strategies. To the extent possible, highlight examples where you had to create strategies and changes for program(s), and describe the internal and external communication strategies utilized.
