Delaware Nation Industries is Hiring a Project Manager Near Washington, DC

Overview

The purpose of this task order is to provide professional service personnel to support the OIG Office of the Executive Director, IT Operations Directorate, through subject matter expertise with project management for large complex projects related to EX/IT’s mission-centric approach to IT operations focused on customer service, collaboration, and innovation.

OIG is seeking support from a contractor to assist the Government in providing project management and business analyst support services for the U.S. Department of State, Office of Inspector General (OIG). The objective is to support EX/IT and OIG program office mission needs by identifying business requirements, initiating, and managing projects, and supporting a comprehensive approach to IT across OIG. All work must conform to OIG’s enterprise policies and procedures, including but not limited to IT governance and management.

Responsibilities

  • Manage full lifecycle of complex projects in Information Technology
  • Collaborate with stakeholders to document project scope, deliverables, goals, risks, blockers, success measures, and estimated resources needed.
  • Create and maintain up to date project plans and document project tasks, timeframes, milestones, deliverables and dates of completion.
  • Work closely with all teams including team members, stakeholders and vendors as directed by Chief Information Officer (CIO), Chief Information Security Officer (CISO), or designee to capture EX/IT projects.
  • Plan and lead regular status review meetings, which may include internal team members, vendors, and customers, for project and operational tasks; capture and record project and task status.
  • Communicate routinely to management, customers, project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback.
  • Meet with staff and contractors outside of scheduled meetings daily, if necessary, to ensure constant contact with them to collect work progress.
  • Maintain and keep up to date project plans, operational task tracking lists using various tools as directed.
  • Manage operational tasks in addition to tasks for established projects.
  • Meet with CIO, CISO, and management on a regular basis to provide project and task status updates, discuss current issues that could affect delivery timeline or scope of projects or operational tasks by communicating assessed risks.
  • Prioritize and re-prioritize tasks and projects as necessary with feedback from CIO, CISO and management as needed.
  • Conduct planning sessions with CIO, CISO, and management for future projects and tasks.
  • Collaborate with IT budget staff and other offices in EX as required.
  • Interface with other OIG offices by attending meetings and reaching out to established contacts.
  • Work closely with the EX/IT Program management team to provide support on any procurement related tasks.
  • Create standard operating procedures and other technical documentation.

Qualifications

  • A bachelor’s degree from an accredited institution and ten (10) years of related experience (or) fourteen (14) years of related experience without a bachelor’s degree. Related experience is specific to the familiarity with the hardware, software, communications, and management aspects of the project or requirement, and be able to demonstrate large scale project management skills in the following areas:
  • Support system assessment and authorization (A&A) activities and advise the Government on recommended security control implementations and risk mitigations.
  • Develop systems security plans and associated documents (FIPS 199, contingency plan, incident response, configuration management, continuous monitoring, etc.) to meet Federal Information Security Modernization Act (FISMA) and NIST Risk Management Framework standards in support of third-party assessments and system authorization.
  • Advanced Knowledge of using Microsoft Office Suite: Specifically, experience using Microsoft Office 365 such as SharePoint Online, Power Automate Flow, Teams, Lists.
  • Project management experience, preferably with federal government agencies/departments with Information Technology projects.
  • Experience successfully delivering project completion within the established parameters.
  • Experience successfully working with multiple cross functional IT and non-IT teams and team members.
  • Proven team player with experience fostering collaborative work environment, ability to resolve differences of opinion on projects and tasks related topics.
  • Strong multitasking skills with ability to re-prioritize tasks on an ongoing basis.
  • Excellent customer management skills with collecting requirements, conducting meetings, providing status, and managing expectations.
  • The ability to successfully interface with individuals and collect information required for projects/tasks on a timely basis, update tracking documents and provide regular updates and reports to management.
  • The ability to rapidly adjust to changing working conditions as they relate to projects and tasks.
  • Strong verbal and written communication skills.
  • The ability to author project related documents from existing templates or by creating new templates.
  • Prior experience using Microsoft Project, Microsoft Planner, and other project management tools to create project plans, tasks lists and time-based projections.
  • Proficiency with advanced features of Microsoft Office productivity tools such as creating document templates in Word, macros, and pivot tables in Excel, and compelling visual and presentations in PowerPoint, Power BI etc.
  • PMP certification is desired.
