Insurance: Comprehensive Health, Dental, Vision, Life and an Employee Assistance Program. Supplemental Life may be purchased at group rates.
Paid Time Off: Twelve (12) holidays, vacation time (after 6 months) of three (3) weeks per year for the first eight (8) years of service, and sick time.
Retirement: Ohio Public Employees Retirement System (OPERS) with 14% annual employer contribution and Deferred Compensation Plans.
The Project Manager directs and controls a variety of projects across all Court Departments, ensuring proper planning, timely implementation, and successful outcomes. This position sets project management standards, objectives, and priorities, and develops operating plans and policies to achieve them. This position oversees the coordination of cross-departmental resources and personnel necessary for project management activities and promotes process improvement and change management to the rest of the organization.

Organizes and executes multiple aspects of projects with competing priorities and timelines, working closely with all Court Departments. Responsible for building systems and processes for tracking projects, communicating with stakeholders, managing action items, and keeping track of deadlines.
Manages all aspects of each project: budget, schedule, scope, functional and technical requirements. Develops scope statements and manages scope to align work efforts to organizational goals and objectives.
Develops transition activities, roll out schedules, and manages work activities to ensure conformity to the schedule. Identifies potential project risks and their implication to the Court or project and recommends mitigating measures and strategies to manage any risks.
Promotes and integrates change management and change control practices into the projects and across the Court.
Serves as the primary liaison to interface and communicate with all internal and external stakeholders regularly to identify changing business requirements and identify needs. Responsible for the monitoring and approval of scope completion.
Supervises the Business System Analyst and collaborates with the Development Team to oversee implementation of new systems and ensure these systems perform as intended to improve the Court performance on specific projects. Oversees communications between Information Services and Court end-users to measure new project implementation success if applicable.
Collaborates across all Departments to analyze Court performance, scenarios, and processes as it pertains to projects for problem areas. Identifies areas for optimization and drives implementation with inter-departmental stakeholders to improve the overall efficiency and performance of the Court. Develops strategies and frameworks for the delivery and implementation of these initiatives.
Works closely with Court leadership and cross-functional partners to identify key organizational needs, opportunities, engagement, and performance metrics for organizational effectiveness; ensure project initiatives are aligned with the Court’s mission.
Regularly reviews and evaluates opportunities to improve the Court’s project management practices to deliver mature processes, which are defined, standardized and repeatable and have been tested for efficiency, effectiveness, and customer/employee satisfaction.

Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards in the electronic timekeeping system for assigned staff.

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.
Works in a general office setting with moderate noise levels. Subject to frequent interruptions, quick deliverables, and changing work deadlines.
While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Candidate must possess a distinctive blend of business, IT, and communication skills. Candidate should demonstrate the ability to establish standard processes and manage performance to achieve key metrics; possess knowledge of one or more project management methodologies (for example, PMI PMBOK, PRINCE2 and Agile); possess program management skills and experience, plus significant knowledge of project planning tools with evidence of practical application; and possess excellent analytical, strategic conceptual thinking, strategic planning, and execution skills.
Candidate must possess or be able to develop a strong understanding of the juvenile justice system, court processes, and juvenile justice best practices; have a deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business, and how they may be applied to the Court to improve efficiency and effectiveness; and possess excellent verbal and written communication skills, including the ability to explain IT concepts and technologies to leadership and staff. Candidate must be detail oriented, organized, and able to work in an agile environment.
Bachelor's degree in project management, computer science, management information systems, business administration, communications, hard sciences, social sciences, or philosophy.
AND
5 years of experience in project management, program management, and/or process management to include experience managing/directing professional staff.
A combination of a Master's degree in the fields listed above with 3 years of experience in the environments listed above also meets the education and experience requirements.
Project Management Professional (PMP) certification preferred.
