Reporting to the Assistant Vice President for Financethe Finance Procurement Director is the Chief Procurement Officer for the College and its related entities including the Association, Auxiliary and Early Learning Center.
In addition to the CUNY Title Overview, the duties and responsibilities will include, but are not limited to the following:
Oversee and direct the College’s purchasing and contracting operations, ensure legal compliance with applicable College and University policies and procedures.
Obtain goods and services necessary for the College’s operations within the parameters of CUNY and NYS procurement regulations. This includes creating and implementing contracts for goods and services, utilizing the University contract and procurement processes; prepare specifications, conduct bid processes, negotiate, and select vendors and work within guidelines required by CUNY, and New York State, as applicable.
Develop and review invitations to bid (ITB’s), request for proposals (RFP’s) and request for information (RFI’s)
Manages the creation of ads in the New York State Contract Reporter and The City Record. Submits contracts to the NYS Attorney General and the Office of the State Comptroller, Bureau of Contracts via EDSS. Also submits contracts to the City Comptroller for review and approval.
Direct and supervise the Purchasing Office staff to assure the proper generation and processing of purchase orders for goods and services and promote productive working administrative processes and relationships with college departments and applicable CUNY staff;
Oversee the year-end process in CUNYBuy/CUNYfirst procurement system;
Manage the Board Resolution process for applicants’ contracts and purchases in excess of mandatedamounts. This includes drafting all resolutions, meeting CUNY calendar deadlines and interfacing with CUNY liaisons in all phases of the resolution process;
Serve as the College’s advocate and Compliance Officer for the Minority and Women-Owned Business Enterprise (M/WBE) and Service-Disabled Veteran-Owned Business (SDVOB’s) for the College’s Procurement activities in accordance with CUNY requirements.
Provide expertise and guidance that is in the best interests of the college while serving the needs of the department(s);
Organize training and technical assistance to faculty, staff and administrators as it relates to the use of the procurement system and applicable procurement regulations and procedures
Represent the College Business and Finance Office on purchasing and contract matters with college department heads, faculty, and administrative directors;
Participate in University-wide purchasing committees, special projects, professional associations and interface with CUNY liaison in the Central Procurement Office and the Legal Affairs/Contracts Division;
Works with CUNY Legal Affairs to review contracts to ensure conformance with CUNY policy;
Attend the CUNY monthly Procurement meetings to keep abreast of procurement policies and procedures
QUALIFICATIONS
Bachelor's Degree and eight years' related experience required.
Preferred Qualifications:
Excellent communication skills, both written and oral, and demonstrated managerial skills.
Knowledge of New York State policies and/ or purchasing experience.
Proficiency in Microsoft Word and Excel

$129,310 -$141,858 ; Salary commensurate with education and experience.
