Federal Programs Manager/Business Development

Position Overview

Cromwell Architects Engineers is seeking a Federal Programs Manager. Candidates should have exceptional interpersonal, presentational, and organizational skills as well as the ability to build rapport and trust with key clients, executive leaders, and team members. Candidate must be able to maintain positive, persuasive, open, and professional communication with both internal and external stakeholders.

Must be a US Citizen.

This position is best suited for individuals who are action oriented and have the dedication to drive the vision, optimize work processes, have a developed understanding of federal projects, and are resourceful in seeking/researching opportunities and information related to business operations, staffing, presentations, etc.

Job Functions & Responsibilities

  • Seeks the opportunities, presents the possibilities, and identifies the contracts and resources needed to propose.
  • Assist with proposals, answers RFIs with outreach to clients as needed, and follow up through contract award.
  • Campaigns for follow up Task Orders and pulls together the teams required for initial meetings with a Technical Manager (TM) who assumes Individual project leadership responsibilities going forward. PgrM supports TM through completion, including Title II.
  • Identify, develop, and expand business development opportunities across DoD including US Air Force, USACE, NAVFAC, DOI, GSA, DHS, and other Federal agencies.
  • Facilitate strategy discussion and collaborate with team to develop strategy and win themes.
  • Provide proactive client management to align expectations, contract requirements, budgetary constraints, and maximize CPARS.
  • Routinely provide independent technical review and Quality Assurance on federal A-E projects.
  • Promote industry engagement through participation with the Society of American Military Engineers (SAME), and other relevant organizations.
  • Provide leadership across Cromwell's Federal A-E program - promoting client focused delivery and mentoring project staff on federal AE delivery standards.
  • Conducts research in local business operations and staffing opportunities.

Minimum Requirements

  • 15 years supporting AE project delivery, including 10 years of relevant experience supporting the Federal Government with AE requirements.
  • Bachelor's degree in architecture or engineering/relative experience
  • Direct experience with federal DoD and civilian agency delivery standards.
  • Experience in all phases and technical aspects of facility design, from programming through post construction services.
  • Ability to travel (client/internal meetings, conferences, project sites, etc.)
  • Relevant experience supporting USACE, USAF, SHD, GDA, and/or DOI.
  • Experience providing rehabilitation and modernization upgrades to existing facilities while preserving historical structures and landscapes.
  • Exceptional interpersonal, presentational, and organizational skills
  • Ability to build rapport and trust with key clients, executive leaders, and team members.
  • Be positive, persuasive, open, and professional with both internal and external stakeholders.
