Counterpart International is Hiring a Project Manager Near Washington, DC

Overview

Counterpart seeks a Project Manager a position full-time for conflicted zone. This position is responsible for providing direct support of awarded programming. The support provided will cover the broad areas of finance, compliance and operational award management, human resources, additional information is provided below in the responsibilities section.

This person will work closely with the Program Support Unit (PSU). The purpose of the PSU is to ensure that programs are consistently and effectively following Counterpart’s policies and procedures; to highlight areas of risk to Programs Leadership; to work with Counterpart departments to update and/or improve policies and procedures based on feedback from Programs and observations working directly with projects; and to reduce risk through consistent monitoring of key areas including: budgets, cost share, burn-rate, project procurement (goods, services and grants), sub-award management, and project HR issues.

The incumbent provides support to individual programs as well as collecting information on trends and challenges that span multiple programs. The Manager is responsible for highlighting systemic concerns or challenges that impact operational performance and working with the Project Director to propose actions to Programs Leadership to resolve these matters.

The Manager reports to the project director and works in close collaboration with Programs Unit to support individual programs.

Responsibilities

  • Finance-related duties include but are not limited to: developing budget monitoring tools; monitoring budgets; budget to actual variance tracking and analysis via project spending reports [PSRs]; monitoring award obligation level, VAT tracking, and cost-share tracking; and identifying gaps in knowledge of field staff and developing and delivering trainings to address chronic or ongoing issues.
  • Award Management/GCC related duties include but are not limited to: tracking and managing ICA and BPAs throughout the lifecycle; reviewing procurement and grant packages; reviewing of benefit allowances requests; and tracking approvals needed for mods, agreements; and identifying and assisting in developing additional tools and trackers to facilitate award and contract management.
  • Human Resources related duties include but are not limited to: coordinating and tracking updates to HR field handbook; monitoring of benefits allowances for Expats and TCNs; assist in procuring and tracking HR legal services in the field; and identifying and assisting in developing tools and trackers to facilitate HR management.
  • IT and Security related duties include but are not limited to: conducting spot checks of files uploaded to Sharepoint; tracking Field security training; and following-up on security issues.
  • Identify and propose solutions to solve services delivery challenges and ensure project operational needs are met in a timely way.
  • Support start-up and closeout of the project to ensure essential/high risk start-up and closeout tasks are completed within deadlines.
  • Establish and maintain effective working relationships with Program and Field staff.
  • Support Project director and field team in project effective project implementation

Qualifications

  • Bachelor’s degree in Business Administration, International Development or related field; or equivalent experience.
  • 8-10 years project management or project/program coordination experience
  • Excellent written and verbal communication skills
  • Familiarity with USAID’s finance and grants process
  • Ability to handle multiple priorities and deadlines
  • Strong written, verbal, analytical and organizational skills
  • Experience providing ongoing management of large to mid-size programs
  • Alignment with Counterpart’s core values.
  • Fluency in written and spoken English is required.

Preferred:

  • Master degree in business administration, finance or a related field
