JOB DESCRIPTION

Job Title: Housing Services Manager

Department: Administration

Reports To: Senior Manager of Participant Engagement

Supervises: Housing Services Coordinator

FLSA Status: Exempt

Pay Grade: E5

Job Type: Regular, Full-Time

AKBCU: No ICPA: Yes

General Functions:

Under the direction and guidance of the Senior Manager of Participant Engagement the Housing Services Manager is responsible for the management and project oversight for the coordination of services and direct connections with the community. This position oversees program development, implementation, reporting, and evaluation. This position will be responsible for managing all CITC community outreach related to housing and homelessness services, Covey Academy project, CITC Coordinated Entry Point Services and facilitating relationships with partners. At the time of hire, this position will require policy creation for the implementation of the services. 

Duties and Responsibilities, including but not limited to:

  • Consolidate and manage homelessness resources from all CITC departments' programs and services to establish a unified, centralized source for coordinated efforts.
  • Manage recommendations to CITC leadership and the board for future program development to assist Our People in obtaining their endless potential. 
  • Develop and implement program goals and objectives related to preventing and reducing homelessness as well as associated issues. 
  • Develop collaborative relationships with local government including APD (Alaska Police Department), non-profits, community groups, in order to coordinate and deliver strategies reducing homelessness.
  • Develop policy procedure and makes recommendations as appropriate.
  • Proactively identify and work with CITC’s grants team to pursue grant opportunities related to homeless and housing services. 
  • Work in partnership with all CITC departments to send and receive referrals for all participants experiencing housing instability or homelessness to appropriate resources, such as emergency shelter and hygiene services, homeless problem-solving learning sessions, landlord incentives, rental subsidies, prevention and shelter diversion leading to permanent housing
  • Support all CITC departments in outreach to housing and homeless service providers in the Anchorage Municipality and CIRI Region to understand community needs, program development, and service continuum mapping.
  • Collaborate closely with CITC’s Peer Support Team to understand/learn lived experience and services provided. 
  • Monitors and analyzes new and revised statues, legislation articles, trends and developments related to homeless issues and services in the CIRI service area. 
  • Responsible for the management and oversight of the Covey Academy Project. This includes project development, monitoring progress, partners and activities, and training.
  • Build CITC’s Coordinated Entry databases in coordination with community partners using HMIS (Homeless Management Information System) oversees CITC’s access and utilization
  • Oversee staff conducting Coordinated Entry assessments and reviews data and reports for accuracy. 
  • Participate in Coordinated Entry referral meetings, case conferencing, and advocates on behalf of participants for housing.
  • Host and/or attends all relevant community meetings as a community liaison on behalf of CITC.
  • Serve on relevant committees and/or boards on homelessness and report back to CITC relevant information.
  • Ensure the sharing of program-related data reports with required stakeholders.
  • Create, review, and update program documents, such as intake forms, orientation packets, and workshop schedules. 
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all other related duties as needed and assigned.

  • Demonstrated knowledge and understanding of the social, health, education, training, and cultural needs of the Alaska Native and American Indian community.
  • Demonstrated knowledge of Alaska Native and American Indian values and belief systems.

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.

Minimum Qualifications:

  • Bachelor’s degree in Business Management or a similar field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Minimum two (2) years of program management. 
  • Minimum two (2) years of experience in supervising staff.
  • Minimum two (2) years of experience in budget management.
  • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check. 
  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years. 

Preferred Qualifications:

  • Master’s degree in Business Management or similar field
  • Experience with program management and report writing
  • Experience in social services or non-profit settings
