Job Description

Summary

This position is responsible for the field personnel involved in the daily operation of transmission and distribution lines including; scheduled member reconnect and disconnect services, line switching, trouble call and emergency response. 

Essential Functions

  1. Plan, supervise, schedule and control transmission and distribution loop wagon work to provide continuity of distribution and transmission service in a timely and cost-efficient manner.
  2. Promote the safety of employees and the public by adhering to and requiring safe maintenance and construction practices.
  3. Respond to interruptions in service and supervise the restoration of service to customers.
  4. Review operational crews by establishing a daily presence in the field to mange safe working conditions and habits, review production and promote association goals.
  5. Initiate and/or assist as needed in investigations of damage to the Association’s facilities. Damage investigations can include, storms, floods, slides, excavations, vehicle or equipment accidents, vandalism, equipment failure and negligence.
  6. Determine and assist in determining responsibility for damage to Association facilities, authorize organization of damage claims data, and route any additional information needed for the damage claim process to Line Operations Clerks and/or Member Services.
  7. Advise Sr. Manager, Line Operations of the need for major maintenance, facility improvements, and additions of electrical facilities to improve safety and reliability of system.
  8. Assist in development of and implement preventative and predictive maintenance programs. Collect and analyze program outputs to optimize maintenance value.
  9. Maintain records to provide for control and evaluation of work performed, including control of overtime work. Assist with preparation of weekly and monthly reports to keep the Sr. Manager, Line Operations informed of work schedules, progress, concerns and requests. 
  10. Manage logistic planning for operational crews, material and truck stock for availability and time savings.
  11. Direct the preparation of work scheduling plans with both the M&O Foremen and Leadmen.
  12. Manage logistical planning for operations crews.
  13. Participate in Weekly Line Operations Safety Meetings.
  14. Manage the division budget. On a monthly basis, responsible for meeting budget targets and comparing actual expense to budget, forecasts year-end expenditures, and adjusts when required.
  15. Review that crews perform all maintenance and construction activities in accordance with Federal, State, and local permit requirements and safety requirements.
  16. Review and approve timecards for accuracy and content. Prepare material requisitions and approve invoices within signature level authority. Ensure that all purchases are budgeted prior to commitment.
  17. Coordinate avalanche program within Line Operations. Maintain avalanche equipment for distribution as necessary to personnel during winter operations. Coordinate with avalanche contractor to provide training, distribute weekly avalanche reports, identify equipment needs, acquisition of required permits. Work with Safety Department to coordinate annual avalanche contractor bid process, training requirements, and any program improvements.
  18. Develop manpower utilization plans.
  19. Review overtime utilization to manage balance between timely response to work situations and prudent use of Association funds.
  20. Manage employees in accordance with applicable collective bargaining agreements and established policies and procedures. 
  21. Complete and administer employee performance reviews and/or disciplinary actions.
  22. Coordinate outage restoration and switching requirements with Power Control. Manage responsibility of “on-duty supervisor” on a rotational basis with other managers.
  23. Other duties as assigned.

Relationships

Internal

  • Sr. Manager, Line Operations: Reports to and receives direction and decisions from. Keep informed of progress and problems.
  • Dispatch Staff: Coordinate and assist with daily utilization of crews. Exchange information on system abnormalities, system switching, and service continuity.
  • Manager, Special Support Services: Coordinate work activities, materials and tool requirements, and exchanges information. Coordinate paper flow and resolve problems encountered in processing work.
  • Manager, Line Construction & Maintenance: Coordinate work activities and exchange information.
  • Other Division Managers: Coordinate work activities, scheduling and exchange information.
  • Land Services Department: Coordinate with relative to securing permits and easement access.
  • Engineering Department: Coordinate construction and maintenance efforts with switching, service orders, job orders and work orders.

External

  • Bargaining Unit Representatives
  • Member-Owners: Provide needed assistance through telephone conversations or personal contact. Act as representative for Chugach in the resolution of member complaints and requirements for service.
  • Contractors: Maintain working relations with contractors to ensure continuous safe, reliable service for Chugach members and the general public.
  • Other Utilities: Coordinate and maintain a working relationship for maintenance activities and system operation.
  • State, Municipal, and Federal Agencies: Coordinate obtaining of permits and licenses.

Competencies

  • Knowledge of electric utility construction, operation and maintenance practices related to distribution and transmission lines, including logistics planning.
  • Working knowledge of National Electrical Safety Code, and State and Federal OSHA requirements.
  • Familiarity with bargaining unit contract administration.
  • Knowledge of budget preparation and administration.
  • Familiarity with electrical utility materials, equipment, and terminology. Knowledge of safe construction and maintenance practices.
  • Ability to supervise others and develop effective working relationships at all levels.
  • Ability to manage multiple crews and trail personnel. Good communication skills.
  • Ability to achieve employee support of Association goals and objectives.
  • Ability to prepare and administer employee performance reviews.
  • Ability to use a computer including word processing, spreadsheet, project management and e-mail software. Ability to prepare reports. Ability to review project drawings and specifications and prepare man-hour and cost estimates.

Supervisory Responsibility

This position directly supervises the following positions: M&O Foreman, Transmission and Distribution Loop Wagon Leadmen, Foremen and Journeymen as needed.

Work Environment

This position requires an extensive field presence. Some work takes place in the office. This position serves on the on-duty supervisor rotation.

Minimum Qualifications and Experience

Education

High school diploma or equivalent, required. Current CPR certification required. Prior supervisory and management training, preferred Ability to be certified as a competent person in excavation, trenching, and soils mechanics, required. Ability to obtain certification in hazardous waste operations and emergency response, required. 

Experience

Seven (7) years progressively responsible experience in electric utility or electrical contractor operations in the field of transmission and distribution overhead, underground and substation related construction, maintenance and operations is required, including supervisory or foreman level experience. Experience working in a union environment preferred. 

Substitution 

An electrical apprenticeship or similar program may be substituted for required experience, on a year for year basis.
