Job Description

Summary

This position will manage the Tree Trimmer and the Locator divisions as well as the Line Operations Support Technician personnel. Additionally, this position will oversee the Vegetation Management and Facility Locate Services contracts. 

Essential Functions

  1. Manage and supervise the Tree Trimmer division, oversee the in-house vegetation management operations are conducted in a timely and cost-effective manner.
  2. Plan and implement vegetation management practices and procedures consistent with the Vegetation Management Plan and Chugach goals.
  3. Manage the Vegetation Management Contract to verify schedule and budget regarding the Transmission and Distribution Right-of-Way clearing and Vegetation Management Program. 
  4. Manage and supervise the Locate division, oversee the in-house locate management operations are conducted in a timely and cost-effective manner.
  5. Plan and implement locate management services consistent with Chugach goals.
  6. Manage and administer the outsourced Facility Locate Services Contract and provide direction to Chugach’s contractor providing utility locate services.
  7. Manage and supervise the Line Operations Support technician personnel. 
  8. Coordinate and direct personnel to provide timely and accurate support to the line operations division. 
  9. Prepare capital and operating budgets relating to Tree Trimmer and Locator Crews along with the associated contracts. 
  10. Track actual performance against budgets within company computer-based systems. Report significant departures from budget to appropriate management and generate specially designed reports, as needed.
  11. Coordinate efforts to correct hazardous conditions as reported.
  12. Schedule, assign, and direct divisional personnel to achieve maximum efficiency of available resources.
  13. Coordinate with Information Services personnel to enhance the effectiveness of computer-based work products.
  14. Evaluate work performance and conduct periodic performance appraisals.
  15. Prepare weekly and monthly reports as requested.
  16. Other duties as assigned.

Relationships

Reporting

  • Sr. Manager, Operations Administration: Report to and receive direction from
  • Reporting Staff: Supervise and direct.

Other 

Internal: Effectively interact with Chugach’s team members across the company at all levels. 

External: Must develop, maintain, and manage relationships with key stakeholders and represent the company before member owners, contractors, and other utilities. 

Competencies

  1. Knowledge of electric utility construction practices.
  2. Knowledgeable in office systems and practices.
  3. Ability to supervise others and develop effective working relationships.
  4. Must have good written and oral communications skills.
  5. Ability to resolve employee conflicts.
  6. Ability to prepare and administer employee performance reviews.
  7. Must be proficient in use of a computer and use of word processing, spreadsheet, database, presentation, and project management software.
  8. Ability to work well with all levels of management.
  9. Ability to manage multiple priorities.
  10. Ability to investigate and resolve damage claims and charges.
  11. Ability to work long, irregular, and sustained hours during emergency situations.

Supervisory Responsibility

This position has supervisory responsibility for the: Tree Trimmer division; the Locator division and the Line Operations Support technician personnel. 

Work Environment

Work is performed in a standard office environment with frequent field trips, at times in outage situations, requiring work at all hours until conditions are resolved. Occasional out of town travel may be required.

Minimum Qualifications and Experience

Education

High School Diploma or equivalent, required. Bachelor’s degree in business or related field, desirable. Ability to complete First Aid/CPR and AED training, within 6 months from date of hire. 

Experience

Six (6) years of progressively responsible experience in operations in the field involving vegetation clearance and locate management, required, including supervisory responsibility. Experience working in a union environment preferred.Company Description
