Description
The Department of Criminal Justice Training (DOCJT), located in Richmond, Kentucky, is seeking an energetic and dynamic individual who will work in a role that analyzes, designs, develops, implements, and evaluates (ADDIE process). This individual will collaborate with Instructors on assessments, teaching methods, training material, and evaluation of law enforcement training courses for DOCJT and the Kentucky Law Enforcement Council (KLEC).
The right candidate should illuminate professional qualities such as proficient organizational skills, analytical skills, dependability, personal responsibility, and creative development skills. A background in learning management systems and adult training principals are preferred. This posting is for a Training Development Specialist II in the Instructional Design Section within our Training Operations Division.
Responsibilities and duties:
  • Designs, develops, and manages specialized training curriculum ensuring the structure of the course meets DOCJT, KLEC, and nationally accepted standards.
  • Assists with the writing of lesson plans in accordance with DOCJT policies.
  • Assists with the design of reliable valid assessments and test instruments.
  • Evaluates testing procedures to ensure reliability, validity, and appropriateness.
  • Manages all department’s training course paperwork assuring appropriate documentation within the agency training management system.
  • Conducts ongoing program evaluations for training curriculum and provides feedback on ways to improve training course design, development, implementation, and evaluation.
  • Provides internal training to Law Enforcement Instructors on the training management system, learning management system (LMS), and other programs as needed.
  • Other duties as assigned.
Preferred knowledge, skills and, abilities:
  • Experience with curriculums, lesson plans, and writing objectives.
  • Proficiency in Microsoft Office and Outlook beneficial.
  • Analytical, decision-making, and skill in time management.
  • Ability to multitask and meet deadlines.
Additional/supplemental information:
  • Maintain a valid driver’s license.
  • Frequently communicate in person or by other means of technology.
  • Spend a major portion of time using a computer.
  • Work overtime or alternate work schedules
  • Travel required (state vehicle provided).

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in planning, coordinating, or conducting staff development and training courses, personnel administration or teaching, or professional experience in providing or administering human services or governmental programs.
Substitute EDUCATION for EXPERIENCE: Graduate study in psychometrics, industrial relations, psychology, statistics, education, or a related field will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Additional experience in the above areas will substitute for the required education on the basis of one year of experience for two years of education. Current or prior military experience will substitute for the required college on a year-for-year basis.

Working Conditions
Incumbents working in this job title perform duties in an office setting. Occasional travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
