Colusa Casino Resort is Hiring a COLUSA INDIAN COMMUNITY COUNCIL HUMAN RESOURCES DIRECTOR Near Colusa, CA

POSITION SUMMARY

Under the general direction of the Executive Committee, the Human Resources Director partners with senior leaders and provides strategic advice on a wide variety of areas to maximize organization effectiveness and performance. Develop and maintain strong partnerships with management and ensure HR strategies, processes and practices align with business needs. Provide expert advice, counsel, and coaching to senior leaders, managers, and employees on all employee related issues such as, but not limited to: performance management, recruitment, employee relations and discipline measures, career development, documentation, policies and procedures, and all employment/labor laws. The incumbent should proactively anticipate labor/employee relations issues and provide counsel to resolve them.

The incumbent is expected to work in accordance with the mission, purpose, and values of the Colusa Indian Community Council.

ESSENTIAL DUTIES and RESPONSIBILITIES

1.Support the Executive Committee and organizational leadership in the design and execution of employee and organization development strategies that equip staff to carry out the CICC mission;

2.Oversee the performance management review process to ensure consistency, fairness, and timeliness; Advise management in appropriate resolution of employee disciplinary, grievance, and other related issues;

3.Provide support and input to management regarding employee relation issues from coaching to corrective action; proactively maintain a positive work environment through a fair and consistent resolution process;

4.Provide administrative staff support to the Tribal Personnel Committee;

5.Help create and interpret organizational policies, procedures, and guidelines to ensure alignment with the CICC mission that are in compliance with government laws and regulations;

6.Partner with the executive leadership to make certain all hiring, training and performance protocol meet organization objectives;

7.Create and report metrics documenting the success of talent development initiatives and align initiatives with CICC objectives and strategies;

8.Administer classification and compensation programs to ensure compliance and equity within organization; Conduct wage surveys within labor market to determine competitive wage rates;

9.Manage and conduct recruitment efforts for all exempt and nonexempt personnel, and temporary employees; conduct background checks, new-employee orientations; monitor career-pathing program; and write and post advertisements;

10.Support internal communications to ensure coordination of consistent and accurate messaging

11.Maintain and update the employee handbook to ensure accuracy and timely distribution to Employees;

12.Prepare employee separation notices and related documentation, and conduct exit interviews to determine reasons behind separations. Collect Tribal property in employees possession and collect information for post termination activity (COBRA, final check disbursement, etc.).

13.Maintain knowledge of legal requirements and government reporting regulations impacting human resource functions and ensure that policies and procedures are in compliance; Respond to inquiries regarding policies, procedures, and programs;

14.Effectively partner with others to lead organizational initiatives such as organization design, large scale change management, employee engagement, team effectiveness, and coaching at individual, team, and organization levels;

15.Participate in developing department goals, objectives and systems;

16.Administer employee benefits, including open enrollment, claims resolution, change reporting, approving invoices for payment and communicating benefits information to employees;

17.Handle employee relations counseling, outplacement counseling and exit interviewing;

18.Manage the annual employee engagement survey process;

19.Partner with the Accounting Department on payroll data and distribution;

20.Provide continuous process improvement in HR practices and processes; Maintain human resource information system (HRIS) records and compile reports as necessary;

21.Maintain healthy ongoing relationships with external vendors to help ensure;

22.May perform other duties commensurate with the functions and level of the position.

MINIMUM QUALIFICATIONS

Education: Bachelors degree in HR, Business or related field or the equivalent combination of education and experience.

Experience: Ten (10) years of HR management experience

Licensing:

Human Resource Certification Institute (HRCI) Professional Human Resources (PHR), Senior Professional Human Resources (SPHR) or Society for Human Resources SHRM-CP, or SHRM-SCP certification or equivalent preferred

Must be twenty-one (21) years of age

SUPERVISORIAL DUTIES: Human Resources Staff

ADDITIONAL KNOWLEDGE, SKILLS, and ABILITIES

Must have experience and knowledge of HRIS programs.

Strong organizational and time management skills.

Able to work in a fast-paced environment & able to multi-task.

Must enjoy working with diverse groups of people.

Excellent written and verbal communication skills.

Must have good interpersonal skills with a large range of personality types.

Must be extensively computer literate and have a broad-based knowledge of computer programs and software.

Must have the ability to interpret and apply laws, rules and regulations.

Ability to define problems, collect data, establish facts, and draw realistic conclusions.

Must have the ability to analyze and interpret technical procedures or governmental regulations.

Ability to write reports, business correspondence, and procedures and policies.

Ability to effectively present information and respond to questions from groups of managers, employees, clients, customers and the general public.

Dedicated hard worker with ability to report to work on a daily basis.
