Description
This position is currently a limited duration, scheduled to last until the end of the fiscal year (6/30/2024), but there is potential for it to transition into a permanent, full-time role.
The schedule is 8 am-5 pm Monday - Thursday onsite at our Oregon City campus and Friday Remotely. The first review of applications will be on Thursday. October 12th, 2023

PURPOSE OF POSITION
:
The Human Resources Coordinator works closely with the Human Resources Business Partners, Human Resources Director and Chief Human Resources Officer to ensure the efficient processing of all Human Resources (HR) and Payroll transactions.
ESSENTIAL JOB FUNCTIONS
:
  • HR Division Support (50% of time)
  • Create a welcoming atmosphere and provide excellent customer service in all interactions with students, employees, and guests.
  • Respond to human resources inquiries. Interpret and communicate human resources and payroll policies and processes to resolve basic to complex issues. Serve as the first point of contact for walk-in visitors; manage the general HR email inbox and respond to general Service Desk tickets. Forward questions or issues to colleagues on the HR team as needed.
  • Provide administrative support for the HR team. Create forms, PowerPoint presentations and/or correspondence; proofread, photocopy, scan and fax documents. Prepare requests for payment (RFPs); and order office supplies.
  • Respond to requests to verify employment.
  • Obtain, open and distribute Division mail.
  • Reconcile monthly Division credit card expenses; ensure coding is completed per college policy; obtain and submit required documentation.
  • Assist in the coordination of HR events. Reserve rooms; schedule events; compose and compile meeting materials; arrange for equipment, materials, and food services.
  • Support project-based work assigned by the Director of Human Resources and/or Chief Human Resources Officer (CHRO).
  • Provide administrative support for collective bargaining engagements.
  • Assist with data entry and reconciliation in Human Resources Information Systems (HRIS); audit data entry as needed to ensure accuracy of data.
    • Employee Onboarding and Separation Processes (35% of time)
    • Oversee new employee HR onboarding processes. Conduct candidate background checks; identify and raise potential concerns to HR Director and/or CHRO. Verify I-9 documentation virtually or in person, complete E-Verify process, and establish I-9 record. Create Payroll Change Form (PCF); enter new employee information into HRIS; set-up required new hire trainings; establish employee leave banks; establish new employee probation tracking and performance evaluation tracking; and work with hiring managers to ensure completion of the new employee access form.
    • Organize monthly New Employee Orientation meetings. Schedule meetings and meeting spaces; send invitations and communications to participants, presenters, and the Associations; track attendance; coordinate make-up sessions if needed.
    • Track probation timelines for Association of Classified Employees (ACE) employee; send timely notices of the end of probation to employees and their respective supervisors.
    • Responsible for employee separation processes. Send email notifications to key stakeholders; notify Information Technology Services (ITS) of separation; update HRIS and various spreadsheets; create PCF; and inform supervisor of College property to be returned.

    • Benefit Program Support (15% of time)
    • Provide administrative support the HR Business Partner responsible for benefits.
    • Conduct benefit orientation for new employees; provide benefit information to and respond to employee benefit questions; and enter employees in the OEBB portal.
    • Assist in the preparation and coordination of benefit open enrollment sessions.
    • Collect and file employee injury/incident forms. Provide workers' compensation forms and instructions to managers and/or employees as needed; file and send form to provider, SAIF.GENERAL JOB FUNCTIONS:
      • Establish and maintain effective working relationships with students, staff, other agencies, and the general public.
      • Perform other duties as assigned within the scope of the classification.
      • Participate in college committees when requested.
      • Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
      • Maintain work areas in a clean and orderly manner.
      • Maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Educational Rights and Privacy Act (FERPA).Qualifications
        REQUIRED QUALIFICATIONS
        :
        Associate's degree in Human Resources or a related field and two years of human resources experience. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.
        Ability to exemplify traits that reflect the College's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.
        PREFERRED QUALIFICATIONS:
        Knowledge of:
        • The services and activities of a comprehensive human resources program including: HRIS, talent acquisition, classification, compensation, benefits and payroll administration;
        • Mandated rules, regulations, policies and procedures governing Clackamas Community College's human resources programs.

        Ability to:
        • Exemplify traits that reflect the college's culture, including integrity, a customer service orientation, cultural sensitivity, trustworthiness, flexibility and a willingness to change;
        • Accurately interpret human resources policies and collective bargaining agreements;
        • Communicate effectively with
        • Successfully manage multiple projects and balance multiple priorities and meet deadlines while working effectively in a team environment;
        • Maintain confidentiality and handle highly-sensitive and personal information with sound judgement, tact, and discretion;
        • Learn and effectively use technology, software, and applications at level of sophistication required for the duties of the position, including Microsoft Office (Outlook, Word, Excel, and PowerPoint), HRIS, and Applicant Tracking Systems (ATS);
        • Respond to questions from candidates and employees on a broad range of human resources topics;
        • Build and sustain collaborative work relationships;
        • To work independently but also to constructively receive supervisor direction.SPECIAL REQUIREMENTS OR LICENSES
          :
          A driver's license valid in the State of Oregon or an acceptable means of alternate transportation. SHRM-CP or another professional HR certification (preferred not required).
          Other Job Elements
          WORKING CONDITIONS
          :
          The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.
          The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.
          The work environment is well protected, with virtually no hazards or obstacles (0-5%). There is very little element of personal risk or hazard. Job conditions are usually stable, with virtually no (0-5%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc.
          SUPERVISORY RESPONSIBILITIES
          :
          Supervision of others is not a typical function assigned to this position, but the incumbent may provide
          training and orientation to newly assigned personnel and assign work to student workers.
          SUPERVISION RECEIVED
          :
          Works under the direction of the Director of Human Resources.
