Introduction

The Department of Transportationand Mobility is seeking a highly qualified applicant to join our diverse,vibrant, progressive and engaged workforce as a Project Manager.� We are inviting applications from experiencedProject Managers with demonstrated success in urban design and/or multi-modal infrastructureprojects.�This Project Manager willoversee the design of numerous multi-modal projects, most notably thevoter-approved Tucson Delivers: Strong Connections walking and bicycling projectstotaling $92 million within the following categories: Greenways and Shared UsePaths; Pedestrian Safety and Walkability; and Bicycle Safety and Mobility. General Description

Manages complex projects simultaneouslyand coordinates experts from different fields for the duration of each project.Prepares forecasts of needed funds, assists in developing and implementing projectbudgets, and monitors expenditures. Excellent communications skills thatinclude providing and seeking information from the public, agencies, anddepartments within the City of Tucson are necessary for this position.

Essential Functions

ESSENTIAL FUNCTIONS:Occasionally directshelpers, assistants, seasonal employees, interns, volunteers or temporary employeesand may temporarily act in a higher capacity.�Manages and directs complexprojects by assigning work, forecasting timelines and project parameters,reviewing and approving plans and documents, planning for and executingextensive traditional and non-traditional public engagement strategies, devisingsolutions to problems, deploying resources, ensuring projects are completed effectively and efficiently within budget and alloted timeframes, studying and approving agreements,disbursing payments, conducting and attending meetings with associated parties.�Prepares forecasts of neededfunds, assists in the development and implementation of budgets, monitorsproject budgets, authorizes expenditures and budget allocations, reviews budgetdocuments and prepares reports and communications.�Collaborates with intra- andinter-departmental personnel, develops project goals and objectives, evaluatesproject success and regulatory compliance, and makes presentations. Performsadministrative duties by preparing and reviewing reports and correspondence, performingsafety audits and inspections, reviewing policies and procedures, providingadvice, researching and analyzing information such as cost-benefit studies,developing and maintaining databases, and responding to and forwardinginquiries.TYPICAL JOB DUTES: Manage the planning, scope, design, construction of assigned multi-modal projects with an emphasis on bicycle, pedestrian and transit facilities. Oversee the design of green infrastructure elements in the projects. Actively plan, prioritize, schedule and monitor all related work and deliverables. Exercise an understanding of principles and practices of multi-modal infrastructure design and construction with an emphasis on bicycle, pedestrian and transit facilities. Plan for and execute extensive traditional and non-traditional public engagement strategies with a focus on equitable engagement opprotunites to inform project designs includign but not limited to:� in-person and virtual open houses, neighborhood associate meetings, bond oversight commission meetings, business and stakeholder outreach, on-site biking and walking design tours, online interactive map development, online survey tools, pilot installations with temporary materials, and tabling at community events. Use tact and diplomacy with stakeholders to refine the final scope and design details of infrastructure projects. Work closely with Procurement Office to develop solicitations for design and construction services.� Serve as the lead evaluating member for related solicitations. Holds primary financial responsibility for the project budget and wil regularly review the project costs against the budget and accurately forecast project costs, change orders and billings to the conclusion of the project. Prepare clear, concise and accurate documentation. Make sound independent decisions within established guidelines, evaluate alternatives and make sound recommendations to ensure best outcomes. Communicate clearly and effectively, orally and in writing and develop reports and presentations of complex, highly detailed project management data in a manner to communicate key information to various audiences. Prepare and provide regular updates to stakeholder groups, oversight commission, and leadership teams as required.� Escalate immediate awareness on issues that have the potential to impact the budget, time line or project deilverables.This description is not intended to limit or in any way modify the right of management to assign, direct and control the work of employees under supervision. Minimum Qualifications

Bachelor'sdegree in Planning, Engineering, Landsc cape Architecture, Architecture, Public Administration or related field AND�three (3) years of managing complex multi-modal and/or policy development project and coordinating experts from different fields.~Any combination of relevant education and experience may be substituted on a year-for-year basis.~

Preferred Qualifications

Master's Degree in Planning,Engineering, Landscape Architecture, Architecture, Public Administration, orclosely related field.Minimum of 3 years of priorexperience with managing projects in any of the following areas: Multi-modal projects with an emphasis on bicycle, pedestrian and transit facilites Green Stormwater infrastructure (water harvesting basins, etc.) Sustainable urban transportation design�Working knowledge of NACTO,MUTCD, AASHTO, ADA/PRO-WAG, and other design guidelines.�Proficient in Microsoft Office,ArcGIS, AutoCAD, Adobe Creative Suites, or similar products.
