Student Trainee, Part-Time (PT) is an entry-level classification for high school and baccalaureate students who are in school and plan to further study the professional, administrative, managerial or public policy career fields.

This position differs from other City classifications in that this classification is specifically for students, who are currently attending high school or college / university.

Incumbents in a baccalaureate program will have a greater degree of responsibility and perform more complex administrative functions than those in high school.

  • Under general supervision, the Student Trainee, Part-Time (PT) uses a full range of clerical and technical skills to perform a variety of clerical, technical, paraprofessional and moderate to complex administrative functions within a department, agency or a special office;
  • conduct research and special studies on City services, policies and programs; assist with or write reports; respond to inquiries from city staff and the general public;

and perform related duties as assigned.

Pursuant to the Oakland Charter 902(d) and Oakland Municipal Code, this position is at-will and exempt from the regulations of the Civil Service Board.

Examples of Duties

  • Provide administrative or clerical assistance to City departments, agencies or special offices; respond to inquiries from the public.
  • Gather information on City programs, policies, and projects in coordination with City departments.
  • Assist professional and management staff with the preparation of long-range and special studies in coordination with City departments and other public agencies.
  • Prepare a wide variety of reports on current and proposed City programs and projects.
  • Follow basic office procedures, filing, and distribution of mail.
  • Use computer software applications and proprietary systems to prepare correspondence and written, oral and electronic reports to the public, city advisory boards, commissions and / or other departments and agencies.
  • May gather information and formulate policies and procedures to implement departmental projects, programs and proposals;

may assist with the development, direction and implementation of goals, objectives, policies, procedures, and work standards for the division.

Minimum Requirements for Application

Education :

Equivalent to the completion of the eighth or twelfth grade, depending on assignment.

OTHER REQUIREMENTS

  • Upon completion of the internship, incumbent will present an oral and / or written statement summarizing the work experience.
  • Depending on nature of assignment candidates who receive offers of employment may be required to submit fingerprints, undergo a criminal record clearance, and have a physical examination including a TB screening.
  • Must be fifteen and a half (15 ½) years of age or older.
  • Individuals under eighteen will be required to have work permits.
  • Individuals must be enrolled in high school or an accredited institution or a college licensed by a state agency seeking an associate of arts / science or baccalaureate degree and have attended that institution for at least one semester.
  • Individuals must have an overall institutional grade point average of at least 2.5 on a four-point scale.

  • Principles of public management.
  • Principles and methods of research and analysis.
  • Computer applications.
  • Public contact and community relations techniques.
  • Principles of budget development and financial issues.

  • Research, collect and interpret data; read statistical data.
  • Prepare and analyze reports of a general or technical nature.
  • Communicate effectively in both oral and written form.
  • Coordinate functions and activities between departments and outside agencies.
  • Interpret policies, procedures, administrative instructions, regulations, and laws.
  • Follow oral and written directions.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Learn the structure and operations of city government.
  • Accept feedback regarding assigned projects; be adaptable and work cooperatively on assignments.
