Services include recruitment, classification and compensation, labor relations, employee relations, benefits administration, Workers' Compensation, risk management, training, organizational development, and health and wellness programs. This position leads major projects and conducts assignments with City-wide impact. SUPERVISION RECEIVED AND EXERCISEDDirection is provided by the City Manager. Responsibilities include direct supervision of Human Resources Department staff.
EXAMPLE OF DUTIES
ESSENTIAL FUNCTION STATEMENTS - Essential responsibilities and duties may include, but are not limited to, the following: Provide overall management and administration of all human resources functions, including but not limited to, recruitment, classification and compensation, labor relations, employee benefits, benefits administration, workers' compensation, risk management, training, organizational development, health and wellness programs, and employee engagement initiatives.Coordinate labor relations activities and assist with the resolution of employee relations problems, including the proper processing of grievances.Supervise and participate in recruitment activities, conducting high-level or difficult recruitment as assigned.Administer risk, liability and workers compensation insurance programs.Administer DOT random drug testing program.Supervise, train and evaluate professional and technical staff.Interpret and administer City, State and Federal Personnel Rules and Regulations.Develop, evaluate and validate selection instruments and examination methods.Supervise and conduct position classification studies; develop class concepts based on job analyses, position audits and organizational studies; write class specifications and recommend salary rates for new classifications.Supervise and conduct salary and benefit surveys, analyze data and make recommendations; supervise and participate in organization and staffing studies in City departments.Counsel employees, management, other departments, outside agencies and the public on personnel-related matters.Supervise, coordinate and participate in special projects or programs as assigned.Prepare departmental budget.Participate in the development and implementation of goals, objectives, policies and procedures.Prepare a variety of correspondence and reports.May represent the City at professional gatherings, public meetings and within the organization.Oversee and participate in the development of new or revised city-wide Human Resources policies, departmental operating procedures, including those related to computerization.Investigate and make every effort to diligently and thoroughly resolve complaints regarding Personnel Department actions or interpretations.Assist in preparing information for City Council agendas; may make presentations before City Council, community organizations, and other interested groups.
SUPPLEMENTAL INFORMATION
WORKING CONDITIONSEssential duties require the following physical skills and work environment: Physical Skills: Able to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated or standing position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and to make public presentations; lift and carry up to 5lbs of files, and materials. Work Environment: Mobility to work in a typical office and/or field setting. SELECTION PROCESSIt is important to complete all required application materials, including the supplemental questionnaire and any required additional documents. Candidates who score the highest in the selection process will be required to pass a reference and background exam prior to receiving a conditional job offer.
