STAFF JOB DESCRIPTION

Working Title: Workforce Development Director

Civil Service Title and Class Code: Health Project and Planning Manager

Division/Unit: New Orleans Health Department

Salaried (Exempt) or Hourly (Non-exempt): Exempt

I. Summary of Position

The Workforce Development Director works to actively help the New Orleans Health Department (NOHD) to develop and execute strategies that increase alignment between the NOHD’s workforce culture, its mission and its core values. This position will be responsible for development and implementation of New Orleans Health Department’s workforce development strategies which includes training plans and implementation of a supportive work environment (i.e. quality of work life, employee experience) initiative. This position is responsible for planning and coordinating public health workforce development activities. This work may include providing expert advice and consultation to other department leads to help them address culture, people, and business challenges in their areas of responsibility.

To be successful, the Workforce Development will apply lessons learned through direct engagement with the NOHD workforce to understand specific challenges and their impact on the department. He/ She will understand the health of the organization and the well-being of its people using qualitative and quantitative data. This would include existing sources of data, such as the Public Health Workforce Interest Needs Survey; acquires quality, actionable workforce data on employee health, equity, diversity, and inclusion; ensures all data is visible and useful for decision-making throughout the organization.

II. Organizational Relationships

Supervisor: Director of Finance and Administration

Interacts with:

  • Director, Director of Finance & Administration, Deputy Directors, and NOHD Program Managers
  • Community organization, businesses, and other governmental agencies
  • Louisiana Department of Health

Individuals supervised: Training Coordinator

III. Duties and Responsibilities

A. Core Functions:

  • Responsible for the development and implementation of NOHD public health workforce strategies in alignment with the mission and value of NOHD.
  • Support teams and individuals with vision and strategy development in their areas of responsibility. Help them succeed through idea development, facilitation, consultation, coaching, and mentoring as requested. Co-writing, managing, and monitoring individualized staff development plans and ensuring resources are accurately allocated for plan implementation.
  • Oversight for the supportive work environment (i.e. quality of work life and employee experience) initiatives at NOHD ensuring initiatives are diverse and equitable, appropriately resourced, and routinely available.
  • Prepares reports, develop, and maintains databases to track individual and departmental progress with workforce development plans. Conduct regular evaluation of initiatives and produce reports to demonstrate effectiveness of initiatives.
  • Facilitate training opportunities to ensure NOHD staff have the necessary tools to provide services to the public.
  • Primary oversight for the implementation and monitoring of the CDC Public Health Infrastructure grant
  • Work with Executive Leadership and Program Managers to set workforce development and training goals.
  • Maintain regular communication with Director of Finance and Administration to report progress on workforce development initiatives.
  • Coordinate internal meetings when deemed necessary.

· Conduct regular evaluation of initiatives and produce reports to demonstrate effectiveness of initiatives.

· Facilitate training opportunities to ensure NOHD staff have the necessary tools to provide services that reduce inequities.

· Work with Director of Finance and Administration to prioritize workforce development needs.

B. Additional Responsibilities (if applicable):

· Participate in the Health Department’s emergency response activities as needed.

· Collaborate with other NOHD programs.

  • Special projects and additional duties as assigned by the Director of Finance and Administration

C. Physical Requirements, if any:

  • Occasionally required to lift 25 pound boxes

IV. Examples of Work (provide 3-5 examples)

  • Uses engagement data to develop, implement, measure, refine, and adjust workforce development efforts
  • Development of template for individualized staff development plans and establish a tracking mechanism to track progress
  • Design strategies to improve the quality of work for employees.

V. Qualifications and Skills

A. Minimum Qualifications and Skills Required by Department:

· A Bachelor’s degree in a relevant field (public health, organizational development, a social science, or a closely related field;

· Five (3) years of professional experience in direct leadership experiences in workforce development,

Or

A Master’s Degree from an accredited college or university in public health, Organizational Development with three years of professional experience.

· Demonstrated experience in organizational development, strategic planning, workforce development or facilitation and coaching.

· Proficiency in co-creating organizational strategies and building shared commitments with executive-level leaders.

· Proficiency in Microsoft Word, Excel, PowerPoint

· Ability to direct a team of clinical and non-clinical staff.

· Strong interpersonal skills

· Strong analytical skills

· Strong problem-solving skills

· Strong conceptual, strategic and visionary skills

B. Other Qualifications, Skills, and Competencies:

· Knowledge of and experience in effective public speaking techniques and the ability to present complex information in an effective and concise manner.

· Understanding, skill, and experience in trauma-informed principles, practices, and engagement.

· Demonstrated experience in forming effective relationships and communicating with individuals, groups, and communities of diverse backgrounds, perspectives and cultures

· Experience working in a public health-related or governmental organization.

· The ability to meet changing deadlines and be able to multitask.

· Recognize when an issue needs further attention from a supervisor and inform management so that the problems can be addressed.

· Proficient in written and oral communications

Job Type: Full-time

Pay: From $70,000.00 per year
