City of Houston is Hiring a Manager, Financial Reporting Near Houston, TX

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSTo provide professional analytical, administrative and management systems services to Deputy Assistant Director and above including a primary role in CUS Annual Comprehensive Financial Report as well as all related financial policies, analysis, required compliance and transactions as required. This is a newly created department for the Combined Utility System. This position is a supervisory role.
The Manager, Financial Reporting duties will include but are not limited to:
- Assists in the preparation of the Combined Utility System’s Annual Comprehensive Financial Report (ACFR), as well as the preparation of monthly and year-end closing entries, financial reporting schedules, and ACFR footnotes.
- Oversees and/or conducts monthly general ledger analysis and reconciliations.
- Prepares journal document entries to transfer, adjust and/or correct accounting records; ensures accuracy and completeness of entries; enters transactions into accounting system.
- Assists in evaluating and implementing new Governmental Accounting Standards Board (GASB) pronouncements.
- Investigate and make recommendations for problems of medium to high complexity as assigned by the supervisor.
- Represent the supervisor at meetings and functions to gather information and articulate the supervisor’s opinions and recommendations.
- Assist, supervise and train department personnel.
- Performs other duties and special projects as required.
The position is physically comfortable; the individual has discretion about walking, standing, etc. Requires the ability to make simple gross motor responses within large tolerances. This position is Hybrid Telework Eligible.EDUCATION REQUIREMENTS: Requires a Bachelor’s degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIRMENTS: Five (5) years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis. Preference will be given to applicants with:Bachelor’s or Master’s degree in Accounting/Finance.
A Certified Public Account (CPA) license or a CPA candidate applicant.
Strong background and knowledge in financial statement preparation, ACFR compilation, bond and debt accounting, SAP experience, and financial reporting software.
Proficiency in Microsoft Office products (Excel, Word, and PowerPoint).
Strong written and verbal communication skills.
Demonstrated ability to train/mentor less experienced professionals.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

SALARY INFORMATION
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
PAY GRADE: 28
