City of Havre De Grace is Hiring a Human Resources Manager Near Havre de Grace, MD

Job Description

Serves under the supervision of the Director of Administration with a primary focus placed on the management of the City’s Human Resource functions. This entails the ability to direct and coordinate human resource activities, such as employment, compensation, labor relations, benefits, training, and employee services, as well as other duties assigned to ensure the proper implementation of the strategy and objectives of the Administration.

ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)

  • Manages the day to day operation of the City’s Human Resources department
  • Works closely with City employees and provides the highest quality customer service to them
  • Maintains employment and medical files
  • Maintains and updates the personnel regulations handbook
  • Updates employment policies, drafts new employment policies, and communicates changes in employment policy to employees
  • Prepares written directives advising department directors of City policy regarding employer responsibilities in keeping abreast of State and Federal employment laws and regulations
  • Evaluates employee benefits package and makes recommendations as needed
  • Performs compensation analysis and makes recommendations to Administration
  • Works with Administration on the performance review program to ensure effectiveness, compliance, and equity within the organization
  • Makes recommendations on human capital investments to include but not limited to employee wellness, performance, and development
  • Schedules employee training classes for human resources and human capital related topics
  • Manages the employee wellness program
  • Monitors the Employee Assistance Program
  • Maintains job requirements and job descriptions for all positions within the City of Havre de Grace
  • Oversees hiring procedures and the interviewing process
  • Prepares advertisements of vacant positions both internally and publically
  • Prepares and oversees employee criminal history background checks
  • Schedules pre-employment physicals
  • Provides administrative orientation for all employees
  • Manages the random drug/alcohol testing program
  • Monitors disciplinary process and prepares letters of written reprimand, suspension, and termination
  • Reviews and manages all worker compensation claims and oversees the investigation of the same
  • Identifies legal requirements and governmental reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance
  • Studies legislation, arbitration decisions, and collective bargaining contracts to assess trends
  • Performs analysis, maintenance, and communication of records required by law or departments in the organization
  • Prepares and submits mandated State and Federal employee reports as required
  • Prepares employee separation notices and related documentation
  • Annually, in partnership with the City’s insurance broker, evaluates healthcare benefits, reviews bids, and makes recommendations
  • Performs other duties as assigned


MINIMUM QUALIFICATIONS:

Knowledge, Skills and abilities:

  • Ability to operate a personal computer in Windows and Google operating environments, including functionality in Microsoft Word, Google Docs, Microsoft Excel, and Google Sheets
  • Possess sufficient knowledge to assist employees on basic financial literacy issues such as saving for retirement, budgeting for emergencies, etc.
  • Must possess sufficient knowledge in the areas of defined benefit and deferred compensation issues
  • Able to work closely with the retirement plan actuary
  • Able to work independently
  • Possess substantial knowledge of general human resources practices and employment law
  • Represents the City at personnel-related hearings and investigations
  • Ability to communicate orally and in writing
  • While performing the duties of this job, the employee is regularly required to sit, use hands to type, handle tools, or controls; and communicate orally and in writing. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stand and walk
  • The employee must occasionally lift and/or move up to ten (10) pounds


Education and Experience:

  • Bachelor's degree in Human Resources, or equivalent, with ten (10) years of experience, or a Master’s Degree in Human Resources, or equivalent, with six (6) years of experience
  • A SHRM-CP, SHRM-SCP, PHR, or SPHR certification required
