DEPARTMENT: ADMINISTRATIVE SERVICES ANNUAL SALARY: $67,500 - $111,550

GENERAL DESCRIPTION:
Under direction of the Deputy City Manager of Administrative Services, plans, directs, coordinates and supervises
aspects of Leisure Services programs that may include revenue generation; special interest classes; facility
management and rental; aquatics; youth programs; senior citizens; and special programs as assigned. Duties also
include extensive work with other departments, agencies and the community requiring problem solving, creativity,
commitment, tact and discretion.

ESSENTIAL JOB FUNCTIONS:
The information contained in this classification is a representative sample of essential and other functions
performed in this classification. Specific essential functions are identified for position recruitment or other

  • Plans, manages, and supervises the implementation of all recreation programs and leisure
activities for the City.
  • Participates in developing special events to meet community needs.
  • Provides administrative oversight of targeted programs.
  • Interacts with other departments, agencies, and stakeholders to initiate and implement new
programs, events, and services, and to develop new recreation venues and facilities.
  • Provides content for the development of marketing and promotional materials for the Leisure
Services division.
  • Oversees the production of flyers and signage related to recreation operations, provides
information for websites, and posts and monitors information on social media.
  • Proactively communicates with user groups and participants, both current and prospective.
  • Oversees the scheduling and use of all recreation and parks facilities. Works closely with the Parks
and Facilities Managers to identify facility maintenance needs and improvements.
  • Interviews, trains, develops, supervises, counsels, and evaluates assigned personnel, including
seasonal staff and volunteers. Addresses employee concerns and issues, counsels, and
redirects staff as necessary, reviews all division employee performance evaluations and
completes evaluations for direct reports.
  • Recommends and maintains division budget, plans for future expenditures, and needs by
preparing cost estimates, gathering comparisons, researching best practices, and providing
justifications for budget items. Recommend fees and cost recovery percentages. Monitors
revenue and expenses and takes actions to meet financial goals.
  • Assists in planning and implementing the Leisure Services Division’s planning documents including
the City’s Strategic Plan.
  • Monitors inventories and purchases necessary equipment, materials, and supplies. Prepares
supply, equipment, and service specifications and obtains quotes. Requests purchase orders
and vendor payments.

Leisure Services Manager

  • Responsible for administering recreation management software and ensuring the accuracy of
information in the database. Provides oversight for front counter transactions, including
registration, rentals, point of sale, and permits.
  • Assists in developing standard operating procedures, guidelines, and policies. Adheres to
responsibilities concerning internal controls.
  • Receives and responds to citizen inquiries and requests for enhanced recreational and leisure
services programming; develops new/modified programs according to anticipated population
growth, changing demographics, and future interests of the community.

KNOWLEDGE, SKILLS, AND ABILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Comprehensive knowledge of the principles and practices applied to the organization, management,
and administration of Parks and Leisure Services.
  • Comprehensive knowledge of the objectives and ideals of Parks and Leisure Services, including a
thorough understanding of activities applicable to a demographically and culturally diverse community.
  • Substantial knowledge of the principles and practices of park management.

MINIMUM OUALIFICATIONS:

  • Bachelor’s Degree from an accredited college or university in Parks and Recreation

Administration, Recreation and Leisure Services, Public Administration, Education, Physical

Education, or a related field.

  • Five years of experience working in parks and recreation facility operations and programs;

experience in a municipal setting preferred.

  • Two years of supervisory experience. OR
  • Any equivalent combination of education and experience.

PREFERENCES:

  • Certified Parks and Recreation Professional (CPRP)
  • Municipal government experience.

ESSENTIAL PHYSICAL SKILLS:

  • Acceptable eyesight (with or without correction).
  • Acceptable hearing (with or without correction).
  • Ability to access input and retrieve information from a computer.
  • Ability to communicate both verbally and in writing.
  • Ability to sit at a desk and view a display screen for extended periods of time.

Leisure Services Manager

ENVIRONMENTAL CONDITIONS:

  • Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds
of force on a recurring basis, routine keyboard operations.
  • Position is considered an essential position and must respond for duty immediately following natural
disasters such as a hurricane or other severe storms.
  • Working with electrical equipment.
  • Lifting, rolling, or otherwise handling equipment upwards of 30 pounds.
  • May be required to climb ladders.

SUPERVISION RECEIVED:
Supervision is received from the Deputy City Manager of Administrative Services or designee.
