City of Alpharetta, GA is Hiring an Infrastructure Operations Manager Near Alpharetta, GA

Under administrative direction of the Senior Operations Manager, plans, schedules, assigns, and reviews the work of public works supervisors, crew leaders, and engineering technicians in the Infrastructure Unit within the Department. Supervises, plans, and coordinates highly complex operations activities including identifying and solving infrastructure deficiencies, conducting inspections of City owned infrastructure, managing construction maintenance projects and repairs, managing contracts, and managing pavement analysis program and preservation; ensures compliance with applicable laws, regulations, and City policies; and coordinates divisional activities with other City departments and outside agencies.

**This is an Exempt position.**

Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Leads, plans, trains, and reviews the work of staff responsible for performing duties in support of the City’s infrastructure maintenance including pavement analysis, sidewalk analysis, stormwater inventory, structure and pipe maintenance, contracts, GIS, and consultants. This includes pipe cleaning, pipe lining, structure and pipe repair and maintenance, street sweeping, pavement management, pavement preservation, sidewalk repair, inspections, and other programs as assigned to maintain city infrastructure.
  • Trains assigned employees in their areas of work including public works construction methods, procedures, and techniques.
  • Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
  • Participates in the development and administration of the assigned section’s annual budget.
  • Works with the Senior Operations Manager to plan, coordinate, and implement the City’s infrastructure capital improvement budget.
  • Assists in developing policies and procedures such as procedure guidelines, design standards, and standard plans and specifications, while ensuring the operation and maintenance, financial, regulatory, and legal requirements are met.
  • Works with the Senior Operations Manager to oversee the development of consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluating proposals and recommending project award; administering contracts after award.
  • Negotiates and administers contracts for infrastructure operations projects; ensures contractor compliance with City standards and specifications, time, and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
  • Conducts infrastructure operations project planning activities; provides oversight and input into the conceptual design of stormwater, pavement, and sidewalk operations projects. Investigates and resolves problems with scope of work or cost issues of major facility repair, maintenance, and replacement projects.
  • Analyzes infrastructure operations plan design, specifications, consultant, and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommends approval or additional infrastructure changes.
  • Works with Senior Operations Manager to design and maintain the City’s stormwater, sidewalk, and pavement management system, conducts studies of these systems to determine deficiencies and need for repairs, replacement, or maintenance, including coordinating the City GIS inventory, Cityworks system, storm sewer camera and trailer, and PAVER software. Collects and analyzes data, produces written reports, recommends solutions, and arranges for their implementation, and oversees the contracts with stormwater inventory inspector, stormwater pipe lining contractor, stormwater infrastructure repair/replacement contractor, and pavement inspection contractor. Maintains stormwater pipe camera and trailer, implementing software updates and maintaining camera parts.
  • Acts as the City’s representative and liaison on infrastructure operations matters and programs, including participating on committees, collaborating with involved parties, speaking on infrastructure related issues at meetings, hearings, and legal proceedings and making presentations to public and private agencies and community groups.
  • Assists the Senior Operations Manager in management and maintenance of the City’s pavement condition databases and identification or roadway improvement prioritization.
  • Works with the Senior Operations Manager to prepare, review and complete various reports, including City Council agenda reports, employee performance reviews and division related documentation and correspondence.
  • Works with Senior Operations Manager to prepare and oversee the administration of infrastructure related grants and their reporting, including researching grant funding opportunities, evaluating funding opportunities relative to City policies and vision, preparing grant proposals, assisting in preparing budgets, and interpreting funding agency regulations and requirements.
  • Provides technical information and instruction regarding applicable procedures and methods; interprets and explains rules, regulations, and procedures; answers questions and resolves concerns.
  • Responds to and resolves various issues with residents, other department’s representatives, and outside agencies, and working with Public Works staff and other engineers to coordinate infrastructure systems for Capital Improvement Projects.
  • Serves as a liaison for the Department with other City departments, divisions, and outside agencies; attends meetings, as necessary; provides staff support to commissions, committees, and task forces, as necessary; negotiates and resolves significant and controversial issues.
  • Works with the Senior Operations Manager to provide highly complex staff assistance to the Director of Public Works; prepares and presents staff reports and other necessary correspondence.
  • Works with the Senior Operations Manager to oversee and participate in administering and enforcing City codes and standards on infrastructure operations projects.
  • Responds to and makes arrangements to address infrastructure involved emergency management activities.
  • Coordinates assigned activities with consultants, engineers, developers, contractors, other City departments and divisions, and outside agencies.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of civil engineering.
  • Performs related duties as required or assigned.

Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

Required

  • High school diploma or GED equivalency.
  • Six years of increasingly responsible professional experience in infrastructure operations and maintenance which must have included two years of experience leading or supervising staff and/or projects.
  • Possession of a valid Georgia Class C driver's license.

Preferred

  • Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.
  • Possession of a valid Georgia Certificate of Registration as a Professional Civil Engineer (PE).
Physical Demands & Work Environment

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and field environment and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

Hearing: Hear in the normal audio range with or without correction.
