Must review, analyze, and organize requirements for Request for Information (RFI)/ Request for Proposal (RFP) responses and ensure 100% compliance.Work with capture managers to ensure win themes/strategies, customer pain points, and discriminators are clearly established throughout the proposal.Collaborate with the entire team, including solutioning team, graphics team, capture team, operations, pricing team, quality team, etc. to ensure products, solutions, and/or services are prepared and documented for assigned proposals.Conduct interviews with technical SMEs and architect solution team members to capture capabilities to support solution development.Develop proposal materials, including final document production necessary for proposal delivery to customers.Create outlines based on RFP requirements.Develop and manage proposal schedules, assignments, data calls, and resources.Prepare, schedule and lead proposal kick-off meetings for both internal kick-offs and external/team kick-offs.Understand Shipley model for proposal/capture and must work within defined processes for decision gates and all color teams.Schedule and lead regular/recurring meetings during proposal development with internal and external team members.Review text and other products delivered and work with authors and graphics team to refine products.Identify and analyze proposal development problems, develop solutions, and implement solutions in collaboration with senior managers and executives.Maintain document configuration management and control.
Thorough understanding of Shipley process from qualifying opportunities, to defining requirements, to soliciting solutions, to proposal, to final submission, through award.Must be proficient with Microsoft Products to include MS Team, MS Outlook, MS SharePoint, MS Word, MS Excel, MS Project, Adobe products, GovWin, Sam.gov, etc..Familiarity with Salesforce and other pipeline management tools.Must provide a 1 page write up based upon the following requirements (real-world data not required… we are only evaluating writing style and capability):
Section L: The font for all proposal parts shall be Times New Roman 12 point. No graphics will be accepted in responses. Tables, as well as headers and footers shall be Times New Romans 10 point. No cover page, TOC, or any other reference is required and anything exceeding 1 page will not be evaluated. The page definition shall be 8.5 inches by 11 inches with 1 inch margins.Section M: The offeror shall describe their capabilities and approach to providing a plan and resources to work with the incumbent contractor(s) during the transition period to maintain all current operations and to complete the transition period within 90 days for the following areas:
Offeror demonstrates the ability to transition resources and personnel to this contract required to perform the mission operations.Offeror demonstrates a process to work with the incumbent contractor(s) to smoothly transition products / operations.Offeror demonstrates a realistic schedule, which includes key milestones with metrics to measure progress, to successfully transition all tasks within a designated transition period of no more than 90 days.Education & Experience:Bachelor's degree required.10 years of DoD or Federal government work experience.Provide details on previous proposal efforts (no corporate or competitive sensitive data only generalities required).Active DoD security clearance desired (Active TS//SCI a )
