Job Title: Chief Human Resources Officer (CHRO)

Department Human Resources

Reports to: Chief Executive Officer (CEO)

FLSA: This is an Exempt level, fulltime position

Salary Range: $180,000 - $200,000

For 50 years, Children’s Council has been the heart of child care and early education in San Francisco, advancing the belief that high-quality child care can transform lives and communities. Our more than 140 team members help families navigate their child care and preschool options and secure financial assistance to pay for it. We provide home-based child care businesses with the training and resources to succeed. Through a wide range of free programs and workshops, we support parents and caregivers as they build child development skills. As the city’s second-largest nonprofit contractor, with an annual budget of over $240 million, we are a major stakeholder in the early childhood education system. POSITION SUMMARY:

The role of the Chief Human Resources Officer is to develop and help to steer the strategic human capital plan that ensures that overall compensation, professional development, diversity, equity & inclusion (DEI) initiatives, staff and executive recruitment, and retention are all aligned with the company's strategic objectives and goals. S/he/they are also responsible for initiating and integrating HR policies into the organization, coordinating succession planning, developing a positive employer brand, and supporting an affirmative employee experience and organizational culture.The Chief HR Officer oversees organizational compensation and benefits; professional development/training, and manages the recruitment and talent review process, which is central to the firm's strategic planning. S/he/they must understand the organization's collective bench-strength and engender support and collaboration across departments. A member of the Executive Management Team, they will oversee all aspects of the day‐to‐day and strategic management of the human resources function for the Children’s Council.

The CHRO leads a team of two staff members: the Director of Training & Human Resources and the Human Resources Manager.

RESPONSIBILITIES:

HR Operations

  • Manages workforce planning, hiring, and recruitment processes for staff and manager level positions.
  • Advises and assists all supervisors in the administration of hiring, promotions, transfers, terminations, and discipline.
  • Manages bi‐weekly payroll process in partnership with accounting department.
  • Maintains compliance with all federal, state, and local employment laws and advises management accordingly. Consults with legal counsel on personnel matters.
  • Develops and maintains a human resource system that meets the organization’s personnel information needs.

Compensation and Benefits

  • Develops and maintains compensation and benefit programs that are externally and internally equitable.
  • Maintains current data regarding competitive compensation practices, conducts thorough job evaluations, develops salary structures, and researches compensation‐related issues.
  • Manages the delivery of all benefit programs (i.e. health, disability, retirement, etc.) and employee leave programs.
  • Oversees the performance management process; ensures timeliness and consistency across all departments.

Employee Relations and Engagement

  • Manages employee relations, including relations with the collective bargaining unit and the union that represents it. Participates in meetings with the collective bargaining unit and management.
  • Manages the grievance process in accordance with the union contract.
  • Provides counsel and support to employees on employment and work issues.
  • Oversees employee safety, welfare, wellness, and health.
  • Develops and implements programs to build community and a positive work culture, including employee events, employee communications, and employee recognition programs.

Training and Development

  • Oversees and implements employee learning and development program and other, targeted staff training programs.
  • Oversees new employee orientations and new manager orientations and trainings.
  • Consults with Director of Training & HR on new training opportunities.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Public Administration, Business, or other related field.
  • Eight or more years of progressively responsible related experience in a position of comparable scope and size
  • Supervisory experience.
  • Extensive knowledge of current trends and practices of human resources administration; knowledge of employee classification, compensation and benefits planning and setting, recruitment, selection, training, and union labor relations.
  • Thorough knowledge of state and federal employment law, employee relations best practices, and effective, supportive employee communications.
  • Excellent interpersonal skills and ability to establish and maintain positive rapport and effective working relationships with a diverse group of employees.
  • Excellent written and oral communication skills with the ability to communicate complex issues to all levels of the organization.
  • Previous experience working with Union or implementing a collective bargaining agreement
  • Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification preferred.

PHYSICAL REQUIREMENTS

  • Mental acuity to perform the essential functions of this position in an accurate and timely fashion.
  • Manual dexterity to use a telephone, computer, or any other office equipment.

COVID Policy

All staff are required to be fully vaccinated (barring application for medical or religious exemptions). Wearing masks in the office is optional for our staff. 

Hybrid Work

We have adopted a hybrid working model and currently require employees to be present in the office at least 3 days per week, with the option to work 2 days per week remotely. There are a few roles where the hybrid schedule is not conducive. Similarly, there are a few positions that operate 100% remotely. All applicants should be comfortable with both the remote and in office scenarios. 

Compensation and Employee Benefits

Salary Range: $180,000 - $200,000
