SUMMARY:

The Talent Development Manager will play an integral role within the Human Resources Team. The major focus of this role is to identify the right people for the right job, increasing their knowledge and ensuring a great onboarding experience. The ideal candidate will be passionate about discovering untapped talent, driving company growth and helping people develop successful careers. Key areas of focus include Talent Identification & Recruitment, Onboarding & Retention, Training & Development and Compliance & Engagement.

ESSENTIAL SKILLS, DUTIES & RESPONSIBILITIES:

  • Develop relationships and work closely with managers to gain a comprehensive understanding of their candidate needs and what their ideal candidate would be for their open roles.
  • Manage the full recruiting lifecycle across a variety of open roles, helping managers find, hire, and retain quality candidates.
  • Foster high-touch relationships using a database of qualified candidates to choose from when positions become open.
  • Work closely with the Director of Human Resources and our Tribal community to recruit Tribal citizens to take part in our Tribal citizen programs (Internship Program, Apprenticeship Program, Tribal Leadership Development Program and Tribal Citizen Career Pathing).
  • Conduct annual job description reviews and audits with hiring managers, ensuring that we have the most up to date job descriptions.
  • Partner with HR team to design, refine, and implement innovative recruitment strategies.
  • Remain active with job boards, social networks, and platforms for finding quality candidates, and create and post job descriptions and announcements.
  • Provide a true onboarding experience, that begins with pre-screening and continues through their first 90 days of employment.
  • Write and post job descriptions on relevant platforms, especially social media.
  • Utilize knowledge of multiple recruiting sources and execute innovative strategies to find quality candidates and prospect for new business.
  • Schedule, set up and conduct orientation training, ensuring that you create a welcoming and fun environment for newly hired team members.
  • Maintain database of candidate records, including active and passive prospects, hired and fired employees, and other designations.
  • Develop and maintain partnerships with organizations that can help boost our candidate pools (colleges, tech schools, unemployment offices, etc.).
  • Prepare offer letters, input newly hired team members into the HRIS system, prepare all employment files and NHO welcome kits.
  • Conduct 45-day new hire check ins; report out findings and make recommendations on how we can improve the onboarding process.
  • Manage the internal transfer process, assist with succession planning and identifying growth opportunities for Team Members.
  • Keep hiring managers and candidates informed of where they are during background and gaming process.
  • Handle employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, benefits and employment law.
    • Manage, coach, and assist managers on recruitment practices and goals.
    • Participate in the continual development of HR programs, such as recruiting, retention, compensation, benefits, learning and development.
    • Collaborate with the HR team to champion and accelerate a culture of excellence in which people feel engaged and inspired to deliver top business results.
    • Educate team members on compensation practice, performance feedback, performance calibration, and career transitions.

MINIMUM QUALIFICATIONS:

  • Minimum of three (3) years working within a Human Resources department or other personnel type role.
  • Prior experience in recruitment or staffing roles preferred.
  • Prior supervisory experience is a plus.

  • Outstanding interpersonal and communication skills, both verbal and written.
  • Demonstrated credibility and integrity in communications to ensure information flows upward and downward.
  • Ability to listen and understand the needs of the employees, together with those of the company.
  • Ability to stylistically adapt communication based on audience.
  • High integrity/will stop at nothing to safeguard standards and company values.

EDUCATION:

High School Diploma or equivalent is required. Bachelor's degree preferred.

LICENSE REQUIREMENTS:

Must be able to successfully pass a pre-employment drug screen, background investigation, and maintain a Pauma Gaming Commission License.

WORKING CONDITIONS (*Constantly, Frequently, Occasionally)

  • This role will require frequent movement throughout the property.
  • The person in this role frequently communicates with others that may have questions, they must be able to exchange accurate information in these situations.
  • Must be able to remain in a stationary position for extended periods of time.
  • Work is typically performed indoors in a climate-controlled environment.
  • Close spaces while working with others.

Moderate noise levels.
