Description

This position is located in inner SE Portland. The schedule is typically Monday through Friday, 8:30 a.m. to 5:00 p.m.

TheProgram Manager establishes annual operating, revenue and strategic goals for the successful operation of Cascadia’s Psychiatric Security Review (PSRB) program. Plans for, implements and monitors specific systems, evidence based programming, and policies designed to achieve established goals and to promote a strengths-based, client centered approach. Facilitates a positive working relationship with the community Stakeholders, PSRB, County and State. Provides Clinical Supervision and oversight to staff (ICM team or Milieu team). Revises goals and objectives as circumstances dictate.

It is expected that there is an awareness and sensitivity to the perspectives and perceptions to those we serve, as well as our colleagues.As Cascadia is Trauma informed, the incumbent must support a Trauma Informed Care Environment. With the high prevalence of trauma among individuals receiving behavioral health services, it is required that the incumbent understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.

Essential Duties:

  • Contributes to the development of annual goals and objectives for the program which are consistent with the strategic goals of Cascadia Behavioral Healthcare, and Cascadia’s contract with the PSRB.
  • Will supervise the Program Supervisor’s and the Administrative Coordinator, may supervise 1 to 3 Case managers, student interns or any other relevant staff.
  • Monitors the overall effectiveness of the program. Assists in the implementation and evaluation of changes that increase the level of service, overall efficiency and reduction in costs.
  • Assists the Clinical Director and Senior Director in developing policies, procedures and systems to support agency goals and objectives for the PSRB Program. Determines resources required to meet goals and objectives. Assesses progress toward achieving goals and objectives and makes revisions to plans, systems, policies and procedures to assure success.
  • Develops capital and operating budgets in support of goals and objective. Establishes annual operating budget, plans for revenue, and establishes strategic goals for successful operation. Revises goals as circumstances dictates. Monitors expenditures on a monthly basis and controls costs and/or justifies significant budget variances.
  • Determines staffing requirements, recruits, hires and trains staff. Establishes work plans and priorities for staff members and assesses the progress of staff members and takes corrective action as needed. Conducts performance reviews for staff members. Provides regular clinical and administrative supervision to clinicians.
  • Assures that staff operates in accordance with established PSRB, program, and company policies and assures that appropriate laws, rules, regulations are adhered to.
  • Assures that staff members maintain accurate, compliant, and up-to-date documentation as required associated with PSRB contract, assessment, treatment, residents’ progress and other activities.
  • Oversees documentation requirements for clients in compliance with all applicable internal and external regulations, including maintaining accurate client files. Assures accurate and up-to-date documentation is completed associated with billing, assessment, treatment, and clients’ progress and other activities. Assures that staff completes electronic medical records (EMR) using Cascadia software and systems.
  • Serves as a spokesperson for the program with the Community Stakeholders. Develops and maintains positive relationships with PSRB and Oregon State hospital to provide the best possible treatment to consumers.
  • Assures data collection and reporting requirements are met. Prepares reports that reflect key data points for the Clinical Director and Senior Director or other stakeholders as required/requested.
  • Adheres to mandatory abuse reporting laws and HIPAA requirements.
  • Respects and honors client rights and responsibilities and demonstrates professional boundaries and ethics.
  • Provides consultation and collaboration with community partners including the County, the
  • State, Oregon State Hospital and the PSRB.
  • Provides monitoring and supervising for individuals under the jurisdiction of the PSRB and assist them with developing and maintaining structured activities in accordance with their goals and the terms of their release into the community.
  • May be required to provide testimony at PSRB hearings for consumers.
  • Provide oversight and training to staff who provide monitoring and supervision services for clients under the jurisdiction of the PSRB, this includes training in forensic case management and mitigation of risk, and public safety
  • Create, implement and manage the day treatment programming utilizing best treatment models, and provide oversight of the daily functions of the facility.
  • Provide trauma informed client centered clinical services and crisis management services, oversight of the UA program, oversight of PSRB and county monthly reports, may run therapeutic and psycho-educational groups, and participate in an on-call rotation and in addition be available after hours for consultation and assistance.
  • Assist in crisis situations, becomes certified to administer Director’s Custody and coordinates treatment with the hospital and the PSRB. Practice and is competent in preventing escalation to avoid crisis situation or to neutralize crisis in progress.
  • Evaluate client’s readiness to return to the community and provide a written forensic evaluation report to the PSRB within 30 days of meeting with the client.
  • Work with the Oregon State Hospital and other community stakeholders to keep our program full and transition clients successfully into the community which includes coordination of conditional release planning, facilitating the successful acquisition of benefits and the OHP or other insurance
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • May provide treatment or small caseload and will be responsible for completing BHA’s ISSP’s, and safety plans, risk assessments and other relevant documentation.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients/residents and staff.
  • Demonstrate responsibility for safety of consumers and/or residents, staff and property; possess familiarity with fire regulations and evacuation procedures.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
  • Perform other duties as assigned.

Qualifications:

  • A Master’s Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in OAR 309-016-0005.
  • A minimum of fiveyears of clinical experience providing inpatient or outpatient services
  • Two years of supervisory or leadership experience
  • Conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM
  • Understand recovery model, motivational interviewing, illness management and recovery, evidence based practices, and strength based case management philosophies and strategies.
  • Operate computer hardware and software at a level needed to effectively perform job functions
  • Enter data and retrieve data
  • Prepare reports

Working Conditions:

  • Work is performed at an outpatient day program. The essential location is in an office, but trainings to staff will occur in their work settings. This includes all levels of residential care, inclusive of locked and unlocked licensed residential settings. Daily routines may be hectic and will likely require the employee to perform various sites’ functions and, on occasion, perform the tasks of other employees as needed. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.
  • Mental Demands:The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. The position requires strong attention to planning and supporting the compliance work in the Residential and Forensics divisions.
  • Physical Demands:Employee must be able to drive or use public transportation between numerous work locations. The Program Manager III must have the ability to assist the team in providing safety to all clients and staff in potentially volatile situations.
