Description

This position is based out of our Kerns Building in NE Portland. The schedule for this position is Monday through Friday, 9:00 a.m. to 5:30 p.m. 

The Project Respond Program Manager works as a member of an interdisciplinary team to implement and monitor the provision of all Project Responds programs including mobile crisis response as well as multiple sub programs. These programs provide risk assessment and crisis stabilization planning for adults and children throughout Multnomah County. This position approaches working with people from a trauma-informed, strength-based, perspective and works in concert with programs in Multnomah County’s Acute Care Continuum. The Program Manager works collaboratively with mental health and physical health care providers, police agencies, emergency departments, school personnel, and other social service agencies to assure the best possible treatment for clients, while supporting a Trauma Informed Care environment. The Program Manager provides general and specific direction to Supervisors and team members, manages all program components, and serves as a back up to those supervised. The Program Manager assures that all program activities are administered in cooperation with Supervisors and Counselors and as directed by the Program Director.

Essential Duties

  • Provide leadership and oversight of the daily operations of the program, including integration of best practices and evaluation of program services.
  • Provide direct supervision, support, and guidance to Program Supervisors in maintaining daily activities for all Project Respond programs. May directly supervise other program clinical staff.
  • Determine staffing requirements, recruit, hire and train staff in collaboration with program supervisors. Establish work plans and priorities for staff members and assess the progress of staff members and take corrective action as needed. Provide supervision and conduct performance reviews for staff members.
  • Document and maintain clinical records in a manner that assures compliance with all agency policies and procedures and local, state, and federal regulations. Maintain accurate and up-to-date documentation associated with billing, assessment, treatment, residents’ progress, and other activities, as required. Complete electronic medical records (EMR) as required using Cascadia software.
  • Maintain accurate client files.
  • Maintain knowledge of, review, and ensure compliance with all applicable federal, state, county, and city regulations, as well as internal policies and procedures.
  • Assist staff members in working with particularly difficult clients and/or programmatic situations.
  • Consult with and coordinate treatment decisions with the Program Director, Program Medical Director, Program Supervisors, and Counselors.
  • Monitor the overall effectiveness and efficiency of the program and recommend changes that increase the level of service, overall efficiency and reduce costs.
  • Assists the Program Director and Senior Director in developing the program budget and provides direct oversight of the budget and overall financial stability of the program.
  • Monitor expenses to ensure that the program operates within established budget or that budget overtures are warranted.
  • Assists the Clinical Director and Senior Director in developing policies, procedures, and systems to support agency goals and objectives for the Project respond Program. Determine resources required to meet goals and objectives. Assess progress toward achieving goals and objectives and revise plans, systems, policies, and procedures to assure success.
  • Build relationships and working partnerships with other community providers such as Emergency Departments, Law Enforcement agencies, libraries, shelter and homeless service providers, and the Department of Human Services.
  • Serve as a spokesperson for the program with the Community Stakeholders. Develop and maintain positive relationships with other Community providers.
  • Operate in a work environment that can be ambiguous and is frequently changing.
  • Assure data collection and reporting requirements are met. Prepare reports that reflect key data points for the Clinical Director and Senior Director, or other stakeholders as required/requested.
  • Evaluate, recommend, and implement methods, systems, procedures, and treatment strategies to reduce costs and to enhance the level of service provided.
  • Monitor expenditures and use of agency/program resources, making suggestions and putting plans into action to enhance efficiency.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Demonstrate responsibility for safety of clients, staff, and property; follow all established safety protocols and procedures; possess working knowledge of fire regulations and evacuation procedures.
  • Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements.
  • Attend clinical staffing meetings, leadership meetings, and other supervisory meetings as assigned.
  • Perform other job-related duties as assigned.

Additional Duties

  • Assure that the program is adequately staffed; may need to cover shifts.
  • Provide afterhours support to all programs when needed as well as participate in on-call rotation with all program supervisors.
  • Demonstrate commitment to continuing professional development.

Qualifications

Education:

Master’s Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in the Oregon Administrative Rules (OAR).

Experience:

Three years of post-master’s degree clinical experience required. Four years of supervisory experience highly preferred. Equivalent combination of education/experience preferably in a non-profit organization.

Specialized Knowledge, Skills, and Abilities:

  • Conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM
  • Advanced knowledge of risk assessment and crisis intervention
  • Understanding of Columbia Suicide Severity Rating Scale
  • Understand evidence-based practices, and strength-based case management philosophies and strategies including trauma informed care
  • Operate computer hardware and software at a level needed to effectively perform job functions

Other:

The Project Respond Manager must have the ability to work a flexible work schedule as the Project Respond program operates 24 hours per day, 7 days per week. Possess a valid driver’s license, three-year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course. This position requires the ability to drive a personal or company vehicle for the completion of work duties.

Working Conditions

Work is performed in the community setting including client residences, schools, police precincts, shelters, residential facilities, and public spaces. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.

Mental Demands:

The work assigned is diverse and involves facing new and unusual circumstances where outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition, there will be a need for a high degree of crisis triage/response, and prioritizing skills, due to unforeseen situations and fluctuating programmatic and staffing routines.

Physical Demands:

The Project Respond Program Manager must work collaboratively with other Supervisors and Counselors to minimize risk to self and clients and, when necessary, quickly, and accurately communicate with police agencies in emergent situations.
