Description
This position is located at our Plaza Health Center in SE Portland. The schedule is Monday through Friday, typically 8:30 a.m. to 5:00 p.m.
Job Overview
The Program Manager III is responsible for assuring that the Intensive Case Management (ICM) Program is administered in accordance with the program plan and that program goals and objectives are met. The position involves staff supervision, program operation, and clinical oversight of enrollment to outpatient mental health services, while supporting a Trauma Informed Care environment. With the high prevalence of trauma among individuals receiving mental health services, it is required the Program Manager III understand the effects of trauma on health, coping, and other aspects of the lives of those we serve. Each program must operate in compliance with city regulations, state licensing standards, county requirements, internal policies and standards, and other applicable guidelines.
Essential Duties

- Understand, model and support staff in the philosophy of practice designed to enhance recovery, using the core principles of strengths-based, community-based services.
- Utilize and train staff in the primary tools that are used in Strengths Model practice, including the Strengths Assessment and Group Supervision.
- Dedicate at least eight hours per week to the following activities for a team of case managers: two hours of group supervision, two hours reviewing charts for strengths-model compliance, two hours providing feedback on charts and clinical practice, and two hours of field monitoring.
- Be the point of contact for the program with referents and community partners for screening and assessment into the program and the coordination of services and administrative processes.
- Ensure each case manager has access to field mentoring at least twice a month.
- Establish work plans and priorities for staff members. Conduct quarterly discussions with staff on progress towards professional development goals.
- Provide training and guidance to staff to ensure that program goals and objectives are met.
- Conduct performance reviews for staff members or provide the Clinical Director with information necessary to assess performance.
- Assess the progress of staff members and take corrective action as needed.
- Monitor the overall effectiveness and efficiency of the program and recommend changes that increase the level of service, overall efficiency and reduce costs.
- Assist in the development of the programs operating budget.
- Monitor expenses to assure that the program operates within established budget or that budget overtures are warranted.
- Prepare various reports for the Clinical Director or other stakeholders as required/requested.
- Assure that staff members document and maintain electronic health record (EHR) and ancillary records in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations. Maintain accurate and up-to-date documentation associated with billing, assessment, treatment, clients progress and other activities, as required. Hold employees accountable to meet or exceed assigned billing targets.
- Assist staff members by helping to resolve difficult client/program situations.
- Adhere to generally accepted treatment standards, departmental rules, company policies and terms and conditions of contracts or grants.
- Respect and honor client rights and responsibilities and demonstrates professional boundaries and ethics.
- Work cooperatively in a team setting to coordinate continuity of care.
- Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for residents and staff.
- Demonstrate responsibility for safety of clients, staff and property; demonstrate familiarity with fire regulations and evacuation procedures.
- Adhere to mandatory abuse reporting laws and HIPAA requirements.
- Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
- Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings. Seek additional supervision as needed.
- Perform other duties as assigned.
Program Specific Responsibilities:
- Serve as a back-up to counselors.
- Must be certified to perform Directors Custody evaluations in both Clackamas and Multnomah Counties. This certification can be obtained when hired.

- Determine staffing requirements, recruit, hire, and train staff in a manner that encourages and maintains diversity and cultural responsiveness.
- Promote and complete annual employee training requirements on a timely basis.

Qualifications
Education:
A Masters Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in the Oregon Administrative Rules (OAR). Certification must be maintained and in compliance with the OARs.
The CADC credential is preferred in addition to a Masters Degree given the high occurrence of substance use/abuse.
Experience:
At least two years of post-master degree experience.
Specialized Knowledge, Skills and Abilities:
- Ability to conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM
- Understanding of recovery model, motivational interviewing, illness management and recovery, evidence based practices, and strength based case management philosophies and strategies
- Ability to operate computer hardware and software at a level needed to effectively perform job functions

Other:
Possess a valid drivers license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.

Working Conditions
Work is performed both in the community, clinical office and acute care settings. The majority of the work is performed during regular business hours with potential of extending into the early evening only for a specific client need or event. Employee should be comfortable in a variety of Portland's neighborhoods, exploring opportunities within the client's neighborhood, and able to develop clinical skills with clients in their home environments. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.
Mental Demands:
The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.
Physical Demands:
Activities and structure support community integration assist clients in learning socially acceptable behaviors. The Program Manager III must have the ability to assist the team in providing safety to all clients and staff in potentially volatile situations.
