Cardinal Ritter Senior Services (CRSS), one of South County's largest independent, assisted living, skilled nursing and rehabilitation nonprofit senior living communities, seeks an experienced Director of Human Resources to join our growing team.

The Director of Human Resources role plans, develops, and administers the Personnel and Labor Relations Program within the basic policies of the Agency. Formulates, implements, and supervises policies and programs relative to selection, orientation, training, promotion, and welfare of all personnel and all employer-employee relationships.
Duties & Responsibilities
· Responsible for overall management of the Human Resources Department, whichincludes management oversight of the Manager, Employee Health and Educationand the Payroll Department.
· Assists in establishing and monitoring goals and objectives for the Agency.
· Keeps abreast of new developments in the area of governmental guidelines andregulations regarding employee relations and unions.
· Responsible for ensuring licensure certification updates as they relate to thedepartment.
· Determines methods and courses of action to achieve departmental andorganizational goals through effective programming and financial performance.
· Prepares budget requirements with projected expenditures and revenues.
· Develops, amends, and administers personnel policies and procedures and ensuresthat the Personnel Manual and Employee Handbook reflect current information.
· Attends staff, committee and Board meetings as required.
· Manages the employment function, including manpower planning, development ofrecruiting sources, review of resumes and job applications, interviewing andselection, testing, preparing job offers in conjunction with the council member ordepartment manager as needed, and manages the new hire orientation program.
· Responsible for ensuring job descriptions are accurate and up-to-date. Assists asneeded in the preparation of job descriptions for newly created positions.
· Conducts and participates in salary surveys. Ensures that wages are competitivewithin the relevant labor market. Prepares recommendations to move positions todifferent grade levels where appropriate. Makes recommendations to increasesalary structure based on market conditions.
· Responsible for the administration of the benefit programs. Preparesrecommendations to revise current programs and implement new programs.
· Serves as liaison with insurance carrier representatives as needed.
· Provides for training and development opportunities by either facilitating programsor identifying external sources to deliver programs.
· Helps supervisors ensure that corrective counseling and disciplinary proceduresare followed as needed. Advises management in these areas and participates inemployee coaching and counseling sessions.
· Participates in employee terminations as needed and ensures all appropriatedocumentation is prepared.
· Works with Council to develop and administer the performance managementprogram, including performance appraisal procedures and forms.
· Monitors the annual salary increase program that accompanies the performanceevaluation exercise.
· Responsible for ensuring that personnel files contain relevant and appropriatematerial.
· Responsible for ensuring records of personnel activity including applicant flow,turnover, promotional activity, new hire activity, etc. are maintained.
· Conducts exit interviews and provides feedback to respective Council member.
· Develops and administers employee relations activities, including personnelrecognition programs, special events, picnics, employee activities, etc.
· Informs Chief Executive Officer of all non-routine matters.
· Acts as liaison for union activities.
· Responsible for ensuring an Affirmative Action Plan is prepared annually.
· Responsible for ensuring staff follows HR Policies and Procedures.
· Responsible for development of the Human Resources Department budget eachyear.
Knowledge & Experience Requirements
· Bachelor's Degree in Human Resources, Business, or related field.
· Minimum 3-5 years of related work experience or other equivalent combination ofeducation and experience.
· Minimum 3-5 years supervisory experience.
· Knowledge of human resources practices and programs, employment law andother legal issues in the human resources arena.
Relationship Requirements
· Supervises the Human Resources Team.
Pre-Employment Screening
All candidates receiving an offer for employment will be required to submit to pre-employment screening. The screenings will include criminal background check and other background checks (as needed), drug screen, an employment and education or licensure/certification verification, and Covid-19 and Influenza vaccination. Various positions will require physical examination, Tuberculosis screening and Hepatitis A. All offers are contingent upon successful completion of required screening.
