BRIEF POSITION SUMMARY
Performs highly complex (senior-level) administrative support or technical program assistance work for the State Tuition Assistance section of the Texas Army National Guard (TXARNG) Education Office. Work involves disseminating information, updating electronic record management systems and performing internal administrative support work related to tuition assistance requests from members of the Texas Air National Guard, Texas Army National Guard and the Texas State Guard. These tasks include reviewing source documents and verifying eligibility for benefits. Reports to the assigned Supervisor and works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Coordinates and/or prepares and disseminates information concerning State Tuition Assistance program rules and procedures. Prepares, edits, and distributes correspondence, reports, forms, and documents.
  • Maintains filing systems, including record-keeping, updating paperwork, and records management systems to include electronic record databases.
  • Coordinates and performs general office duties such as routine use of computers, scanners and filing practices.
  • Responds to inquiries and interprets rules, regulations, policies, and procedures.
  • Reviews source documents provided by applicants and verifies eligibility using various computer databases.
  • Compiles and enters data for charts, graphs, databases, summaries, or reports for daily, weekly, and monthly reports or as requested.
  • Provides assistance answering and routing phone calls, taking messages, and greeting and directing visitors to the appropriate staff.
  • May develop training materials within assigned area of education benefits.
  • May give briefings on education benefits to units or other groups.
  • Provides guidance to other staff performing clerical and administrative work.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, missions and other requests to include evenings, weekends or holidays.
  • Performs related work as assigned.
Qualifications:
MINIMIUM QUALIFICATIONS
EDUCATION:
  • Graduation from a standard senior high school or equivalent (GED) is required.
PREFERRED EDUCATION:
  • Associate degree or equivalent college course work is preferred.
EXPERIENCE
  • Three years' experience in office administrative support is required.
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
  • Experience with data entry is preferred.
  • Experience providing customer service is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS
Duties typically performed both in a sedentary office setting involving sitting, standing, and walking to perform job duties. The employee will periodically lift and/or move objects up to 50 pounds. Duties will include routine use of standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines, and scanners.
