BuroHappold is Hiring a Federal Program Manager Near Washington, DC

The purpose of this position will be to support the growth our business with the US Federal Government, with a focus of: (i) enhancing program/project management, (ii) supporting high-quality technical delivery, and (iii) maintaining successful relationships with key agency contacts. Within Buro Happold’s Federal sector, the initial work will be based in our decades-long portfolios of work with the Bureau of Overseas Building Operations (OBO) and the General Services Administration (GSA), followed by the continued growth of our work with additional federal agencies. The candidate will ideally have background in the management and delivery of professional AEC services in the Federal sector.

Our shared successes in this role will be based on:

  1. Clear KPIs that may include metrics like project financial health, client satisfaction, consistency and quality of the work, portfolio growth, and balanced team resourcing for staff wellbeing
  2. Partner-level collaboration to guide the Federal sector strategy and increase our understanding of the federal governments changing needs
  3. Successful integration of client management, technical subject matter expertise, regional market knowledge, advisory consulting, and scale (e.g. building-scale, district, planning, policy)

Program & Project Management

  • Oversight of consistent risk-managed portfolios of Federal work
  • Refinement of project management processes and procedures for our federal portfolio of projects
  • Accountable to the Project Partners (PP) for clear portfolio performance goals, tracking and reporting
  • Collaboration with and alignment to the individual project leadership and management teams
  • Monthly support to project teams to maintain updated project records and project plans
  • Development and maintenance of client relationships 

Strategy & Business Development 

  • Support for the Federal Strategy related to targeting growth with additional agencies
  • Work-winning – actively identifying and creating follow-on work with the key relationships generated during projects Review and development of financial and technical submissions/proposals; attending interviews
  • Guidance to the Marketing team for a consistent set of qualifications, forms, and data typically needed for Federal pursuits

People & Operations

  • Development of processes and procedures with operational teams to support efficiency and compliance awareness of Federal portfolio requirements; including: Finance, HR, IT, Legal, etc.
  • Collaboration with project teams and resource managers across disciplines to streamline staffing consistency
  • Mentorship and training of key staff to develop pipeline for project management within the Federal sector 
  • Mentorship and training across the portfolio leadership 

Essential

  • Demonstrable leadership experience in at least two of the three categories described above
  • Strong track record of project delivery across scales in the Federal sector
  • Proven track record working with multi-disciplinary teams
  • Excellent communicator and storyteller (verbal, written, listening); should be confident and competent at presenting with impact

Desirable

  • Recognition for contribution to the Federal sector
  • Experience working in a global matrix organization
  • International work experience
  • Located in Washington DC or New York regions

Qualifications

  • Bachelor and/or Master’s degree
  • 10 years of relevant experience in the built environment / AEC industry

What we offer:

  • Salary range of $130,000 to $180,000; this will be determined based on factors such as geographic location, skills, education, and/or experience
