Job Summary
The Human Resource Generalist will be responsible for the daily functions of the Human Resource (HR) department. The Generalist will be expected to develop and administer policies and procedures which support the mission and goals of the agency and exemplify the J culture. Primary human resources functions include compensation and benefits, recruitment, retention and engagement, performance management, personnel policies, and regulatory compliance.
DUTIES AND RESPONSIBILITIES
I. RECRUITING/HIRING/EMPLOYMENT
  • Administer policies and procedures that ensure hiring of the most qualified staff
  • Guide and facilitate senior management team to establish job descriptions, recruit and interview, and recommend qualified candidates who can best contribute to the success of the organization
  • Ensure all staff receives a complete orientation to the J including its mission, services, policies and procedures and expectations regarding job duties and performance
  • Review and update the Employee Handbook annually and present to employees as necessary
II. COMPENSATION AND BENEFITS
  • Ensure the agency is providing cost effective and comprehensive benefit programs which will support recruitment and retention of high performing staff
  • Manage and coordinate employee benefit programs (medical, dental, flex spending, 403(b) retirement plan, STD, LTD, Life/AD&D, vacation, sick leave and COBRA), including all employee communications, problem solving, recordkeeping and claims resolution
  • Administer FMLA and other leaves of absence
  • Reconcile monthly benefit billing
  • Manage unemployment filings and worker's compensation program (i.e., files claims, conduct follow-up)
  • Oversee personnel record keeping related to new hires, employee reviews, promotions, transfers, separations and exit interviews
III. EMPLOYEE RELATIONS
  • Oversee recognition program and employee engagement efforts
  • Maintain and develop appropriate policies and programs for effective management of the people resources of the agency
  • Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
  • Oversee and drive performance evaluation process from format design through supervisor and employee discussion. Ensure written evaluations follow established procedures, reflect employee's performance and are completed in a timely manner.
  • Represent organization at personnel-related hearings and investigations
IV. COMPLIANCE
  • Ensure compliance with state and federal employment laws and regulations related to all aspects of the employment process including but not limited to FMLA, FLSA, Workers Compensation, Unemployment Compensation, COBRA, ADA and HIPAA.
  • Develop and administer the necessary employee record systems to support compliance. Complete required reports.
  • Assist in preparation and aid in representing the agency in any grievance or dispute.
V. AGENCY EXPECTATIONS
  • Model behavior based on J working principles and customer service standards
  • Attend monthly staff meetings.
  • Participate in agency-wide in-service training programs.
Qualifications
  • Bachelor's Degree in related field, PHR or SPHR Certification preferred
  • 3 years of experience in Human Resources
  • Extensive understanding of federal, state and local labor laws
  • Excellent communication and interpersonal skills
  • Excellent skills using MS Word, Excel, Access, and Internet Explorer
  • Ability to maintain confidentiality and exercise extreme discretion
  • Excellent problem solving/judgment skills, and high level of attention to detail and accuracy
  • Strong organizational skills, and the ability to work under pressure
  • Ability to handle and prioritize multiple tasks and meet all deadlines
