Qualifications:

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

BASIC QUALIFICATION REQUIREMENT for the 0810 series:

A. Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts.
-OR-
B. Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. C. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts.

D. Successfully completed a curriculum leading to a Bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: One full year of specialized experience, comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing professional civil engineering work. This experience included three or more of the following: 1) planning, scheduling, coordinating and conducting engineering facility examinations, reviews, and/or inspections which include conducting condition assessments and transfer inspections; 2) identifying future needs for the asset investment, such as extraordinary maintenance and rehabilitation, and project management planning; 3) leading the review of operation and maintenance examinations for bridges, canals, pumping plants, pipelines, and buildings in accordance with policies, directives, and standards; 4) working with Contract Officer to implement and administer a variety of assigned contracts, including construction contracts, service contracts, and interagency agreements.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (You must submit transcripts)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Responsibilities:

There are several vacancies available in different divisions and groups in the Albuquerque Area Office. Duties associated with each position are described below. Applicants will be considered for all of these positions.

Duties per location:

Technical Services Division-River Analysis Group

  • Plan and design river engineering projects involving bank protection, sedimentation, water conveyance, and habitat restoration, primarily on the Rio Grande in New Mexico.

  • Analyze river conditions and long-term geomorphic, sedimentation, and hydraulic trends and identify risks to infrastructure, ecological function, and effective water delivery.

  • Provide field engineering during construction of river projects, along with monitoring and adaptive management after construction.

Technical Services Division-Design & Construction Group

  • Analyze and design facilities related to water resources engineering, including canals, hydraulic structures, tanks, pipelines, diversion dams, and other water conveyance infrastructure.

  • Perform site inspections of water resources infrastructure and document findings.

  • Perform general civil engineering work, including structural and geotechnical design and analysis, for bridges, buildings, diversion dams, retaining walls, and other infrastructure.

  • Provide field engineering during construction of various civil engineering projects.

Facility Management Division-Facility Operation and Maintenance

  • Develop or coordinate inundation maps and studies.

  • Coordinate development of and conduct emergency management exercises.

  • Perform and coordinate civil and hydrologic analysis necessary for emergency management activities.

  • Perform evaluations and site inspections of water resources infrastructure.

  • Participate in Risk Analysis activities for facilities.

Facility Management Division-Project Coordination

  • Planning work including design data collection, cost estimating, and budget development.

  • Develop and track schedules and budgets for projects.

  • Coordinate project activities for operations, maintenance, and rehabilitation work on a variety of water resource related facilities including high hazard dams.

  • Oversee and track project activities including during construction.

Pojoaque Engineering Division

  • Develop and distribute GIS information to engineers, engineering consultants and stakeholders to convey relevant information through technical data preparation, reports and GIS mapping.

  • Perform general civil engineering work; review, amend, and update definite plan reports for project needs.

  • Aid in the preparation of construction contracts, help develop scopes of work and cost estimates.

  • Prepare operation, maintenance, and replacement cost estimates for assigned project activities.
