Our core services include Information Technology (IT), Engineering, Cyber Operations/Support, Cybersecurity Information Assurance (IA), Risk Management Framework (RMF), System and Network Administration, program management, and project management.
Summary/Objective:
To provide proposal team management to the BTAS corporate office. The Proposal Manager plays a significant role in BTAS achieving strategic goals; because well-constructed, well written proposals are essential for business growth and continuity.
The Proposal Manager will provide organizational, programmatic, cost, and technical oversight for the entire proposal effort, with support from an experience proposal team. They will survey the business development pipeline and review capture plans to assist in the leading proposal team in the development of high quality, winning solutions.
  • This position necessitates senior-level knowledge of Shipley proposal development processes as well as the DoD acquisition process.
  • The Proposal Manager is as a member of a multi-disciplinary team that includes executive level personnel as well as business development personnel, proposal managers, contract operations, graphic artists, and other technical personnel, as well as all levels of administrative support (HR, finance and accounting, contracts, IT, etc.). Interaction and collaboration often include representatives from other companies that are trading partners with BTAS (as our subcontractor, as our prime contractor, or as a fellow team member company), and occasionally government customer representatives.
  • Although every effort is made to do assigned work during normal work hours, proposals and other projects may require working extended hours including weekends on relatively short notice in order to meet schedule deadlines.
Primary Responsibilities:
  • Communicate and coordinate with senior leadership to ensure alignment of Proposal Team efforts with strategic objectives, both as a prime contractor and subcontractor.
  • Manage Proposal Team priorities and responsibilities based on individual and team capabilities.
  • Provide training and guidance for Proposal Team members to continually develop team capabilities and increase the value of their contributions over time.
  • Understand solicitation requirements and develop proposal plans, outlines, and schedules; and consolidate solicitation questions for submission.
  • Lead and manage various proposal meetings (kick-off, daily stand ups, solution meetings) and develop team win themes and discriminators.
  • Act in multiple proposal roles (including technical writer, proposal manager, coordinator, etc.) as needed to fill capability gaps presented by the Proposal Team, both as a prime contractor and subcontractor.
  • Organize and conduct incremental proposal reviews (color team reviews) as needed.
  • Manage and assist proposal resources in meeting milestones and schedules.
  • Proactively identify areas for continuous improvement, to include tracking key metrics and reviewing trends for potential concerns or opportunities.

Required Education and/or Experience:
  • Bachelor's degree in English, Communication, Marketing, Creative Writing, Technical Writing, Journalism, or related field.
  • Minimum three (3) years of relevant experience.
  • Experience implementing Shipley business development and proposal writing processes.
  • Demonstrated ability to lead a small team within rigid schedule and cost constraints.
  • Demonstrated initiative to overcome unique challenges with little/no oversight.
  • Excellent verbal and written communication skills are essential.
  • Ability to produce (author) well-written written content based on interviews with or notes from content providers and subject matter experts.
  • Expert level user of MS Office products, especially Word, Outlook, PowerPoint, and Excel, and the ability to produce documents that integrate products or elements developed in other tools.
  • Familiarity with Adobe Acrobat and Adobe Creative Cloud products, and ability to develop and edit/modify business graphics utilizing Adobe Creative Cloud products.
  • Familiarity and practical experience utilizing Microsoft SharePoint for collaborative document development and document configuration management/control.
  • Familiarity with federal government, military, technical, and engineering concepts, terms, and acronyms, especially those related to USAF and/or DoD business.
  • Experience reading and analyzing Government solicitations and corporate proposals as well as developing solicitation-compliant outlines, compliance matrices, and writing plans.
Desired Education and/or Experience:
  • Formal Shipley Training
  • Skilled with media planning and development; including posters, brochures, interactive DVDs, web-based video, animations, presentations, digital photographs, exhibit displays, invitations, and illustrations.
  • Experience with social media and web design/development.
Supervisory Responsibilities:
This position supervises the work of others.
Work Environment:
This job operates in a professional office environment and routinely uses standard office equipment.
Physical Demands:
Must be able to operate a computer and other standard office equipment. Must be able to remain in a stationary position, 80%.
