Boston Water and Sewer Commission is Hiring a GIS Applications Manager Near Boston, MA

Residency Requirement

Employees must be Boston residents on their date of hire and for the duration of their

employment subject to BWSC policies and collective bargaining agreements.

Overview

Position Purpose:

Provides professional and technical support in the management of all GIS projects; manages and supports the database administration needs of the centralized enterprise geodatabase; maintains and develops applications related to GIS.

Responsibilities

Essential Functions:

  • Responsible for the design, development, testing and maintenance of Geographical Information System (GIS) related applications.
  • Responsible for Geodatabase administration using Microsoft SQL Server.
  • Developing and maintaining Python scripts for back up purposes and nightly geoprocessing analysis.
  • Coordinate and perform as necessary the design, development, testing and debugging of GIS related applications and programs.
  • Perform user needs assessments and define functional requirements for application design and/or modification.
  • Serve as Commission liaison to consultants, vendors, and Commission business units during project design, development, and implementation activities.
  • Prepare user documentation and provide training as required.
  • Assist in evaluating requirements for database enhancement and system upgrades.
  • Provide technical support to IT programming staff and GIS users.
  • Evaluate and make recommendations for new GIS related technologies.
  • Monitor trade journals for new technologies and trends in the GIS industry.
  • Performs similar or related work as required, directed or as situation dictates.

Qualifications

Recommended Minimum Qualifications:

Education, Training and Experience:

A Bachelor’s degree and five or more years’ experience in GIS application design, implementation and support. Experience with C#, ASP.NET, ArcGIS Server, versioned ArcSDE, Structured Query Language (SQL), Scripting languages related to ArcGIS (Python/ArcPy, Arcade) and ArcGIS Online is required. Requires proficiency in migrating, loading, tuning, and maintaining the relational databases in SQL Server and ArcGIS Enterprise, as well as developing web services to make the data available to enterprise management systems. Previous experience with Microsoft SQL Server and Oracle Relational Database Management System is preferred. Demonstrated success in working with users on the analysis, design and implementation of new GIS applications is required. Ability and willingness to perform under pressure, work irregular hours as required and adapt to new methods and procedures is required. Strong communication skills, both verbal and written are required.

Knowledge, Ability and Skill:

Knowledge:  Knowledge of complex IT protocols and procedures; working knowledge of computers and computer systems; knowledge of project management tools such as Microsoft Project, SharePoint, SQL Server Reporting Services, and bug tracking software; knowledge of SQL, and MS Office Applications; strong aptitude to learn and implement new procedures.

Ability: Quantify Return on Investment (ROI) for projects; utilize problem-solving skills; think creatively and strategically; communicate effectively and tactfully with customers; compose correspondence; prioritize and complete multiple tasks at one time with frequent interruptions; operate a computer with advanced skills when using software programs; manage databases and other software as required by the position; maintain and create spreadsheets and records; use telephone system.

Moderate physical effort is required to perform work. Tasks involve extended periods of time at a keyboard or workstation, which include operating a keyboard at an efficient speed. This position is frequently required to sit, communicate, and hear, is occasionally required to walk, and must be able to handle or feel objects, tools, or controls and reach with hands and arms. The employee must occasionally lift and/or move objects weighing up to 10 pounds. Vision and hearing at or correctable to normal ranges.

Supervision:

Supervision Scope: Performs various duties requiring a thorough knowledge of departmental operations and the ability to complete assigned tasks according to established procedures and protocol.

Supervision Received: Works under the general direction of the IT Project Director, generally sets own daily work plan while following outlined procedures and tasks; escalates issues as necessary to supervisor.

Supervision Given: None.

Work Environment:

  • Work is performed in an office environment. Majority of work is performed in a moderately quiet work environment.
  • Operates computer, printer, telephone, copier, facsimile machine and all other standard office equipment.
  • Makes frequent contact with city departments, BWSC staff and outside vendors.
  • Errors could result in delay or loss of service and have potential financial repercussions.
