Position Purpose:
Provides professional and technical support in the management of all GIS projects; manages and supports the database administration needs of the centralized enterprise geodatabase; maintains and develops applications related to GIS.

Recommended Minimum Qualifications:
Education, Training and Experience:
A Bachelor’s degree and five or more years’ experience in GIS application design, implementation and support. Experience with C#, ASP.NET, ArcGIS Server, versioned ArcSDE, Structured Query Language (SQL), Scripting languages related to ArcGIS (Python/ArcPy, Arcade) and ArcGIS Online is required. Requires proficiency in migrating, loading, tuning, and maintaining the relational databases in SQL Server and ArcGIS Enterprise, as well as developing web services to make the data available to enterprise management systems. Previous experience with Microsoft SQL Server and Oracle Relational Database Management System is preferred. Demonstrated success in working with users on the analysis, design and implementation of new GIS applications is required. Ability and willingness to perform under pressure, work irregular hours as required and adapt to new methods and procedures is required. Strong communication skills, both verbal and written are required.
Knowledge, Ability and Skill:
Knowledge: Knowledge of complex IT protocols and procedures; working knowledge of computers and computer systems; knowledge of project management tools such as Microsoft Project, SharePoint, SQL Server Reporting Services, and bug tracking software; knowledge of SQL, and MS Office Applications; strong aptitude to learn and implement new procedures.
Ability: Quantify Return on Investment (ROI) for projects; utilize problem-solving skills; think creatively and strategically; communicate effectively and tactfully with customers; compose correspondence; prioritize and complete multiple tasks at one time with frequent interruptions; operate a computer with advanced skills when using software programs; manage databases and other software as required by the position; maintain and create spreadsheets and records; use telephone system.

Supervision:
Supervision Scope: Performs various duties requiring a thorough knowledge of departmental operations and the ability to complete assigned tasks according to established procedures and protocol.
Supervision Received: Works under the general direction of the IT Project Director, generally sets own daily work plan while following outlined procedures and tasks; escalates issues as necessary to supervisor.
