BlueSun is Hiring a Human Resource Analyst (Temp) Near Hillsboro, OR

BlueSun Inc has an excellent opportunity for a full-time temporary Human Resource Analyst for Clean Water Services.
GENERAL STATEMENT OF DUTIES:
 Provide professional, technical, and analytical support in various human resources programs, including recruitment and selection, classification and compensation, employee training and development, performance management, employee relations, and policy administration.
ESSENTIAL FUNCTIONS:
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
  • Work with hiring supervisors to develop recruitment strategies, announcements and materials. Ensure vacancies exist prior to recruitment and recruitment activities are carried out in compliance with District policy and state and federal law. Screen all applications for minimum qualifications; evaluate and analyze supplemental responses and materials. 
  • Provide technical advice to supervisors in the development of interview questions and processes. Organizes, coordinates, and conducts interviews. Conduct reference checks, perform background checks and coordinate other pre-screening functions. Draft all recruitment correspondence; notify applicants of recruitment status.
  •  Coordinate, modify, and present new employee orientation program, including District overview, benefits and policies. Participate in ongoing improvements to orientation program.
  •  Provide assistance on employment related issues to departments, employees, applicants and the public. Explain human resources related laws, policies and procedures.
  • Provide technical support for complex human resources programs and projects involving recruitment and selection, classification and compensation, employee training and development, performance management, employee relations and policy administration.
  • Assist in creating a positive and supportive work environment; enforce a safe workplace; establish a culture of teamwork and communication; create a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promote an environment respectful of living and working in a multicultural society.
  • Assist with research and analyzing, complex human resources policies and procedures. Review payroll and personnel documents for compliance with established procedures.
  •  Perform administrative duties including, but not limited to, updating organizational chart; notifying supervisors of approaching deadlines for completion of probation; track, process and review certifications and licenses; coordinating the ordering of and distribution of employee recognition materials; monitoring professional services contracts; tracking and coding HR invoices for payment.
QUALIFICATIONS FOR ENTRY:
  • KNOWLEDGE OF: principles and practices of public human resources administration including recruitment practices, classification, compensation, training, onboarding and labor relations; applicable federal and state employment laws, policies and procedures; /Human Resources Information Systems; methods and techniques of research and analysis. Knowledge of NeoGov and Oracle preferred.
  • SKILL IN: collection and compilation of information and data; use of HRIS recruitment and employee databases; development of computerized spreadsheets and reports, performing word processing; conducting effective interviews; establishing and maintaining cooperative working relationships with employees, applicants, and the public; interpretation and explanation of human resources laws and procedures to employees and the public; making presentations.
  • ABILITY TO: communicate effectively, both verbally and in writing; analyze, organize, summarize and display data and/or narratives in an accurate, clear and detailed manner; effectively present ideas and recommendations; perform duties with initiative and judgment; establish and maintain effective working relationships; coordinate and organize employment related events.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
  • 3 years of experience in recruitment, selection and onboarding, HRIS, general human resources management, or equivalent experience and college-level course work in human resources, psychology, business, sociology, public administration, or a related field.
  • Experience in NeoGov recruitment application and/or Oracle HRIS desirable.
