Behavioral Health System Baltimore (BHSB) is Hiring an Associate Director, Prevention Near Baltimore, MD

The position of Associate Director, Prevention, for a full time position in a hybrid work environment, in Baltimore, Maryland. This position reports to the Director, Community Resilience and is an integral part of the BHSB’s community resilience work, which is responsible for developing and implementing strategies that mitigate the negative effects of toxic stress and trauma, prevent or reduce the severity of behavioral health conditions among children, youth and families, and promote resilience to strengthen overall health and wellness in communities across Baltimore City. The Associate Director, Prevention has responsibility for collaborating with teams and departments across the organization to oversee and implement evidence-based prevention strategies that promote resilience and community well-being. The position manages a portfolio of work focused on building the capacity of community-based organizations that empower youth and young adults to support their own wellness and thrive in their communities in Baltimore City.

The Associate Director leads the day-to-day management and coordination of the prevention strategies including overseeing contracting and programmatic management of services, supervising a team of staff, and relationship building with community stakeholders. The Associate Director supports the collaboration with state and local stakeholders to implement prevention campaigns, programs and other strategies that are aligned with funding requirements, community needs, stakeholder input, and BHSB’s vision and mission.

Essential Functions

Project Management

  • Interpret basic prevention and intervention research, federal and state guidance, and actively seek opportunities to advance innovative strategies for promoting community resilience and well-being.
  • Guide the strategic prevention framework planning process that results in a needs assessment, multi-year strategic plan, and annual implementation plan for the primary funding sources that fund prevention strategies in Baltimore City. 
  •  Implement and manage a system of continuous strategic planning and project management for all areas of the team’s work, resulting in achievement of organizational programmatic goals through effective management of timelines and resources, internal project coordination, and tracking of major project milestones.
  •  Oversee day-to-day activities of team members, including budgeting, planning, staff recruitment and development, and staff performance. 
  •  Lead the team in implementing evaluation approaches that yield learning-in-action results. 
  •  Lead the team in leveraging key outcome measures, data, and processes to maximize provider performance. 
  •  Facilitate and coordinate cross-team and cross-departmental collaboration and communication. 
  • Ensure effective collaborative partnerships among team members with community stakeholders. 

 Program and Contract Management

  •  Direct staff in connecting the strategic prevention framework plan with contract initiation. 
    •  Oversee programmatic contracts assigned to staff through leading their involvement in: 
    •  Developing new contracts. 
    •  Developing and approving budgets and budget modifications. 
    •  Developing deliverables that are in line with funding requirements and yield data that provides authentic insight regarding prevention activities for youth and young adults. 
    •  Overseeing contract performance and quality improvement. 
    •  Renewing contracts in a timely manner. 
    •  Ensuring adherence to funding source deliverables. 
    •  Working collaboratively with other BHSB leaders to problem solve issues concerning funded partners’ payments, provider relations, Contract Management System (CMS), contract amendments, contract renewal process, oversight of performance, review and modification of deliverables, and other issues as they arise. 
  • Lead competitive procurement processes including need identification, project planning and design, identification of funding, procurement documents development, proposal consideration and selection of awardee(s), and service implementation/contract development. 

Strategic Planning and System Management

  • Provide assistance to and maintain effective working relationships with service providers, community stakeholders, and Baltimore City residents.
  • Engage in strategic planning in collaboration with internal and external stakeholders to develop and implement strategies for enhancing access to and the quality of applicable services provided in the Public Behavioral Health System.
  • Assist with responding to issues identified by stakeholders and communities to assist with developing positive working relationship between providers and their surrounding communities
  • Review and evaluate information on service delivery system methods, outputs, and activities to identify gaps in resources and recommend changes when warranted.
  • Organize and/or participate on internal work teams and external task forces and committees as indicated.

Other

  • Implement relevant areas of the BHSB’s strategic plan. 
  • Implement team processes that aligned with the organization’s vision, mission, values, and strategic plan.
  • To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI). It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the security and confidentiality of all PHI accessed by any employee on the team and will follow all BHSB’s policies and procedures related to the Health Insurance Portability and Accountability Act (HIPAA).
  • Work effectively and collaboratively with others, both internally and externally.

 Knowledge, Skills, and Abilities

  • Bachelor’s degree in social work, human services, public health, or related field.
  • Minimum of two years’ experience working with behavioral health, human/social services, and/or community-based services organization.
  • Minimum of two years’ supervisory experience
  • Knowledge of strategies that mitigate the negative effects of toxic stress and trauma, prevent or reduce the severity of behavioral health conditions among children, youth and families.
  • Knowledge of traditional and contemporary social research practices.
  • Direct experience with stakeholder engagement and/or grassroots organizing.
  • Ability to interact in a virtual environment.
  • Proficient using Microsoft Office 365 Suite Word, Excel, Outlook and PowerPoint
  • Experience working with diverse stakeholders and constituents (coalition and community members)
  • Skills in collaboration and partnership formation and community organizing.
  • Experience in data collection, resource mapping, focus groups, surveys and key stakeholder interviews.
  • Experience using data to evaluate, monitor and inform program implementation.
  • Skill in developing and maintaining collaborative partnerships.
  • Excellent verbal, written and interpersonal communication skills.
  • Knowledge of implementation science and applied research in prevention programming.
  • Knowledge of SAMHSA, the Maryland Office of Population Health and BHSB
  • Ability to identify tangible and intangible community assets and resources.
  • Knowledge of outcomes-based prevention strategies
  • Knowledge of best practices in prevention program capacity-building and sustainability

Supervisory Requirements: This position supervises 2 coordinator positions.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 60% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

The organization offers its employees a competitive compensation package which includes base pay, comprehensive benefits plan and equitable, hybrid, family friendly work environment and practices. 

This means that starting salaries are based on the requirements of each job and are non-negotiable, that the organization is not favoring people who are comfortable asking for a salary/hourly rate increase. The annualized starting base salary for this position is $85,149.

The benefits plan includes comprehensive Medical and HRA, Dental and Vision coverage, as well as a choice of 4 FSA plans and an employee paid Legal benefit. BHSB offers employer paid life insurance, short-term and long-term disability as well as a 403(b) plan with employer contribution, generous PTO and 13 days paid holiday. Medical plan participants receive a $5,000/$10,000 debit card to cover eligible deductible and copay expenses, depending on chosen coverage.
